Description

Objective

The Regional Finance team partners with the Business Technology Operations and HR teams to support these functions in all aspects of financial management. The DFO is a trusted partner advising on strategic and operational decision-making through financial insight and analysis.

The DFO will provide comprehensive strategic financial leadership in relation to the Technology & Operations functions. You will work with the business through the commercial decision-making process to ensure optimisation of the cost base and investment options constantly analysing and ensuring key concerns are raised and addressed early. You will maintain a forward-looking view of financial performance including key performance levers risks and opportunities relating to Technology and Operations.

The role will lead and develop direct reports dedicated to the Finance team.

Responsibilities

Portfolio Management (Information & Technology):

  • Liaises with Portfolio Program and Project Managers to plan forecast & report all portfolio related spends. Works with Project lead to ensure Project Managers accurately breakdown the cost components on projects including the correct application on Chubb applicable accounting policies.

  • Appraise business proposals and participate critically in the capital governance processes. Ensure that all business cases are reviewed by Finance and incorporate robust and realistic financial projections.

  • Work with the APAC Exec and CFO to ensure portfolio view of spend is optimized to support the wider strategic and commercial objectives of the APAC business.

  • Working with the Project Managers to identify and implement standardized processes and approaches to project accounting including greater reliance on systemized information.

  • Owns the financial lens of the Total Cost of Ownership model for the technology portfolio across APAC.

Capital management (CAPEX):

  • Collaborate with IT operations in ensuring that details of APAC CAPEX are accurately maintained in the APM. Each project is assigned a specific APM and project ID and the details as per APM module for various projects are reconciled with WIP for projects under completion and FAR for capitalised IT assets in PeopleSoft Ledger.

  • Ensure that list of WIP is reviewed on quarterly basis for potential project completion and the details of completed projects are referred to IT Steering Committee (thourgh COG controllership function) for their approval in relation to capitalisation of IT assets.

  • Produces and analyses capital reports across all Business Units at agreed intervals identifies performance indicators & trends and analyses causes of unexpected variance.

  • Work with IT and Operations stakeholders to improve capital reporting and forecast reliability in relation to CAPEX for APAC.

  • Liaise with Country Finance teams to ensure that the CAPEX spend is accurately reflected in their Balance Sheet on USGAAP / Local GAAP basis incuding the accounting for Work In Progress and capitalisation of IT assets.

  • Produces and analyses a forecasted view of the depreciation impact of all capital plan from a Strategic and Annual plan and Fixed Asset Register (FAR)/WIP perspective.

Expense management (IT OPEX):

  • Support the function to create the bottom-up driver based 1 year expense plan which aligns to the top-down constraints provided by management as part of the 5 yr Strategic Plan and wider COG and Group IT strategy.

  • Advise on key business planning assumptions trade-offs and opportunities through scenario analysis.

  • Provide a forward-looking view of performance through forecastinganalysing expense drivers and identifying risk and opportunities proactively communicating to both the IT and Operations Finance teams.

  • Identify both financial variance to plan and forecast providing business level explanation of these variances.

  • Responsible for monthly monitoring of actuals versus forecast versus plan across APAC on a timely basis ensuring accuracy completeness and required reconciliation to Chubb reporting systems.

  • Drives Intercompany & Interdepartmental allocation methodologies within both corporate and regulatory boundaries to ensure equitable and transparent cost of ownership for all functions.

  • Liaise with Group IT/ COG IT in gaining full understanding of Corporate IT cost allocation for APAC and provide support in conducting benefits analysis test for COG APAC operations.

Business partnering and decision support:

  • Build and maintain strong relationships with key stakeholders within APAC and COG including but not limited to theAPAC Business Office CIO Operations CFO COG IT COG controllership and COG expenses Team.

  • Advise stakeholders on the financial base of the functions interpretation analysing and driving performance.

  • As appropriate represent stakeholder interests with relevant internal groups through meetings comms etc.

Process improvement

  • Analyze existing finance processes and identify opportunities for efficiency standardization and automation.

  • Advocate for the adoption of innovative technologies (e.g. use of AI/ data analytics) to enhance finance processes and decision-making.

  • Monitor and enhance internal controls related to CAPEX and OPEX management in relation to IT spending.

Regulatory Compliance:

  • Ensure compliance with various Accounting Standards (USGAAP/IFRS) and the Companys Accounting poliices with respect to the accounting for IT OPEX WIP Capitalisation of IT assets and amortisation.

  • Ensure compliance with Transfer Pricing requirements in APAC countries with respect to allocation and cost recharges for intragroup IT OPEX/CAPEX .

  • Stay updated on industry trends and regulatory changes that may impact IT expense management practices.



Qualifications

Skills

  • The ideal candidate will possess superior finance data analytics and Excel modelling skills and be able to apply them in a wide range of business situations.
  • Demonstrated knowledge in finance and accounting with strong analytical and problem-solving skill.

  • Strong interpersonal skills highly collaborative working and communication style.

  • Highly organized self-motivated with strong written and verbal communication skills and a customer focused professional demeanor.

  • Ability to work independently partner cross-functionally and be self-motivated in a fast-paced and rapidly changing technology environment.

  • Knowledge and/or background in Technology projects and operational and/or Technology Infrastructure and Application with strong business acumen is preferred.

  • Experience leading and developing others.

Experience

  • 10 years of experience in financial analysis role preferably with experience in supporting the Technology and Operations functions

  • 5 years in a leadership position

  • Experience in Technology asset management procurement and vendor management is an added advantage

  • Multi lingual multi-currency corporate environments highly preferable.

Qualifications

  • Professional degree or equivalent in Accounting. Additional qualification in Technology field preferred but not essential for this position.
