Position Summary

Reporting to the Executive Director (ED) the Director of Housing and Infrastructure will plan projects ensure high-quality reporting and oversee their progress in a timely manner. The incumbent will also be responsible for budgeting organization implementation and scheduling of these projects. This position provides technical expertise strategic direction and managerial leadership to advance First Nationled housing transformation for Manitoba First Nations.

The Housing and Infrastructure Director works closely with the Housing and Infrastructure Manager Housing and Infrastructure team Assembly of Manitoba Chiefs at internal and external tables including the Chiefs Committee on Housing Infrastructure & Connectivity (CCOHIC) the Executive Council of Chiefs (ECC) and other First Nation-led governance bodies community partners funders and government agencies to develop implement and improve housing services that meet the needs of the populations served.

Key Responsibilities

Reporting to the Chiefs Committees and Executive Leadership

  • Prepare and present formal reports briefing materials strategic updates and recommendations to:
    • Chiefs Committee on Housing Infrastructure & Connectivity (CCOHIC)
    • Executive Council of Chiefs
    • Executive Director
    • Grand Chiefs Office as required
    • Other committees or working groups as required
  • Ensure all updates reflect accurate data community feedback and First Nationsdriven priorities.



Program Leadership & Operations

  • Oversee housing projects including development implementation and ongoing management
  • Develop and monitor incoming and ongoing programs including meeting deadlines deliverables timelines and best practices
  • Analyze program outcomes and implement improvements as needed



Compliance & Risk Management

  • Ensure compliance with provincial federal and municipal housing regulations
  • Maintain adherence to funder requirements contracts and reporting deadlines
  • Oversee audits and licensing requirements
  • Identify and mitigate program and operational risks

Financial Oversight

  • Develop and manage program budgets in collaboration with leadership and finance staff
  • Monitor expenses approve expenditures and ensure cost-effective operations
  • Support grant budgeting reporting and renewal processes

Community Partnerships & Advocacy

  • Build and maintain relationships with landlords developers service providers and government agencies
  • Represent the organization at community meetings coalitions and public forums
  • Advocate for housing stability and equitable access to housing resources

Strategic Planning & Development

  • Contribute to organizational strategic planning related to housing services
  • Identify opportunities for program growth innovation and funding
  • Support grant writing proposals and program narratives as needed

Other duties as assigned.



Education and Experience

  • Bachelors degree in social work public administration housing urban studies or a related field
  • Minimum of 5 years of experience in project development and business relations related to housing infrastructure and social housing
  • At least 2 years of supervisory or management experience
  • Strong knowledge of affordable housing systems regulations and best practices
  • Excellent organizational communication and leadership skills
  • Experience working with First Nations throughout Manitoba.
  • Comprehensive understanding of First Nation housing and awareness of social economic and political trends affecting the provision of housing.
  • Solid knowledge of housing finance planning delivery administration portfolio management and project maintenance systems and ability to analyze reason and work within complex frameworks and knowledge of CMHC housing programs and services available to develop affordable housing for First Nations throughout Manitoba.
  • Knowledge and/or experience of statistical methods techniques and information to develop analytical frameworks.
  • Knowledge of First Nations/Indigenous research methods and procedures.
  • Knowledge of First Nations culture history treaty and inherent rights.
  • Knowledge and understanding of the Assembly of Manitoba Chiefs and of First Nations and First Nations organizations in Manitoba.
  • Demonstrated ability to provide analytical support while managing multiple projects and deadlines.
  • Excellent interpersonal skills and ability to work cooperatively as a part of an interdisciplinary team of professionals.
  • Established track record of working effectively with First Nations individuals communities and traditional knowledge systems.
  • Proficient in using Microsoft Office - Word Excel PowerPoint and Outlook.
  • Adhere to AMC policies and procedures with specific attention to attendance and professional ethics.
  • Knowledge of First Nations culture & fluency in a First Nations language would be an asset.
  • Satisfactory Criminal Record Check Clear Child Abuse Checks.
  • Possess a valid class 5 drivers license and vehicle.
  • Must be able to work flexible hours and be able to travel upon request.
