Job Summary
Coordinates purchasing of a variety of supplies and services for schools and departments. Evaluates suppliers to ensure best pricing for supplies and services.
Essential Functions
1. Inputs data to create and process purchase orders using procurement system.
2. Solicits receives tabulates and evaluates bids to determine most desirable suppliers. Prepares and reviews bid solicitation packages for conformity with guidelines.
3. Reviews purchase requisitions for informal purchases and processes or assigns to Assistant Buyer.
4. Supervises and trains assigned staff conducts performance appraisals makes employment and discipline recommendations and coordinates work assignments.
5. Determines appropriate methods and sources for procuring materials supplies and equipment. Advises School District personnel on sourcing and procurement of such items.
6. Conducts meetings and/or training sessions with end users potential vendors and/or Bookkeepers on bid requirements/specifications products and/or procurement system training.
7. Recommends awards or other bid dispositions and prepares award recommendations. Attends conducts and/or presides over bid openings.
8. Serves as SAP Super User liaison for Purchasing. Creates new Purchasing Card profiles. Attends group meetings; participates in system testing changes and upgrades. Provides troubleshooting on system errors.
9. Performs other duties as assigned.
Qualifications
Education:Bachelorsdegreefrom an accredited college or universitypreferred.
Experience:One(1) yearofexperience inhigh-volumegovernmentalagencypurchasingdepartment isrequiredor two(2)yearsrelevant businessexperiencepreferred.

Knowledge Skills and Abilities
Knowledge of laws statutes rules and directives related to procurement
Knowledge of practices principles and procedures for purchasing and procurement
Knowledge of formal competitive bid cycles administration and preparation of specifications for materials supplies and equipment for school programs
Basic knowledge of contract development procedures and practices
Strong oral written and interpersonal communication skills
Word processing spreadsheet and database software skills
Strong product research and cost data comparison skills
Strong problem solving skills
Strong organizational skills
Strong detail orientation skills
Ability to interpret develop and apply multiple procurement specifications
Ability to analyze bids and administer the bidding process
Ability to establish and maintain cooperative working relationships with vendors teaching staff and administrators
Ability to maintain current knowledge of business trends and market changes

Ability to design workflow to meet deadlines
