We are seeking a Logistics and Customs Compliance Officer based in Kawasan Berikat Bandung Indonesia to support and ensure full compliance with customs regulations bonded zone requirements and logistics operations. Responsibilities include preparing and managing import/export documentation ensuring adherence to Kawasan Berikat regulations liaising with Direktorat Jenderal Bea dan Cukai and contributing to continuous improvement in customs and logistics processes. The role involves monitoring regulatory updates supporting internal compliance activities coordinating with freight forwarders internal stakeholders and government authorities to ensure smooth and compliant logistics operations.

Job Description

Customs Compliance and Regulatory Affairs

  • Regulatory Compliance: Ensures all import and export activities comply with applicable Indonesian customs laws particularly those governing Kawasan Berikat (Government Regulation No. 85 of 2015 and related DJBC regulations).

  • Document Management: Prepares reviews and maintains all customs-related documents including PIB PEB such as BC 2.3 BC 4.0 BC 3.0 BC 4.1 BC 2.5 and other required declarations as well as commercial shipping documents such as Shipping Invoice Packing List and Delivery Order.

  • Customs System Input: Inputs and validates shipment data accurately into the customs system (CEISA) using applicable BC forms PIB PEB and Pre-Entry forms to ensure correct and timely declarations.

  • Local Permit and SPPB Management: Submits local permit letters to the Customs office follows up for approval and requests SPPB to facilitate the release of incoming or outgoing shipments.

  • Customs Tax Payment: Arranges and processes customs duty and tax payments in coordination with the Finance team to ensure timely settlement and avoid shipment delays.

  • Permitting and Licensing: Supports the securing and renewal of necessary customs licenses and permits including coordination with DJBC and realated government insititution for Kawasan Berikat operational compliance.

  • Audit and Inspection Coordination: Coordinates with external auditors or DJBC officials during inspections including jointly checking incoming and outgoing shipments together with Customs officers against declared BC form data to help identify and resolve potential compliance gaps.

  • Law Interpretation: Monitors interprets and disseminates updates on local and national customs regulations Ministry of Trade (Kemendag) and Ministry of Industry (Kemenperin) policies to ensure business practices remain current.

Logistics and Bonded Zone Operations

  • Inventory Control: Oversees goods movement tracking within the Kawasan Berikat including monitoring imported and exported spare parts throughout the bonded zone ensuring accurate recording in the IT inventory system as required by DJBC.

  • Bonded Zone Administration: Manages all administrative requirements related to Kawasan Berikat status including periodic reporting yearly stock opname and waste/scrap disposal procedures in compliance with bonded zone rules.

  • Freight Coordination: Searches for and coordinates with freight forwarders and transportation agents (PPJK) shipping lines and internal teams to ensure timely and compliant movement of goods including monitoring the status of all incoming and outgoing shipments.

  • Farm-out Job Administration: Prepares necessary letters and documentation to vendors for farm-out jobs including vendor audit readiness declarations as required by Customs.

  • Logistics Tracker: Maintains and updates the logistics tracker to ensure accurate and up-to-date recording of all shipment activities for monitoring and reporting purposes.

  • Incident Management: Supports the development and implementation of contingency plans for customs-related issues such as shipment holds customs disputes or regulatory violations and assists in investigation and reporting processes.

  • Duty and Tax Optimization: Assists in identifying opportunities for duty exemptions facilities or incentives applicable to Kawasan Berikat operations

Finance and Shipment Coordination

  • PR/PO Controlling: Manages and monitors Purchase Requests (PR) and Purchase Orders (PO) related to logistics and customs services including reconciliation of Statement of Account (SOA) received from freight forwarders to ensure accuracy and timely payment.

  • TRF Creation and Submission: Creates and submits Transfer (TRF) documents as required for internal logistics and customs-related transactions.

  • Finance Liaison: Coordinates closely with the Finance team for customs duty payments forwarder invoices and other logistics-related financial transactions to ensure proper documentation and timely processing.

Compliance and Continuous Improvement

  • Roadmap Implementation: Follows and executes the customs and logistics compliance roadmaps aligned with business goals and regulatory requirements.

  • Document Archiving: Maintains and organizes all shipping and customs documents in a systematic and traceable manner to support annual customs audits and internal record-keeping requirements.

  • Process Improvement (Kaizen): Participates in and supports periodic compliance review (Kaizen) events to help identify inefficiencies and reduce risks in customs and logistics workflows.

  • Stakeholder Engagement: Acts as the primary liaison between the organization and BC hanggar for day-to-day customs operational matters.

  • Reporting: Prepares and submits periodic compliance reports including monthly quarterly and annual incoming and outgoing shipment reports to management and relevant Customs authorities.

  • Training and Culture Building: Supports the delivery of customs and logistics compliance training to employees warehouse staff and relevant contractors to foster a culture of regulatory responsibility.

Qualifications

Education

  • Minimum: Bachelors Degree (S1) in Logistics Supply Chain Management International Trade Law Business Administration Accounting or a related field.

Experience

  • Minimum 12 years of experience in customs compliance logistics operations or bonded zone management preferably within a manufacturing or industrial environment in Indonesia.

  • Proven exposure to dealing with DJBC (Direktorat Jenderal Bea dan Cukai) and Kawasan Berikat operations is strongly preferred.

  • Fresh graduates with relevant internship experience in customs or logistics are encouraged to apply.

Technical Skills

  • Strong knowledge of Indonesian Customs Law (UU No. 17 Tahun 2006) and Kawasan Berikat regulations is mandatory.

  • Proficiency in customs declaration systems including CEISA (Customs-Excise Information System and Automation).

  • Familiarity with IT inventory systems used in bonded zone reporting.

  • Solid understanding of import/export procedures HS Code classification and trade compliance documentation.

  • Basic proficiency in procurement and financial administration including PR/PO processing and SOA reconciliation.

  • Proficiency in Microsoft Excel

Certifications

  • Preferably holds a PPJK license issued by DJBC.

  • Additional certifications in customs brokerage supply chain management or trade compliance are advantageous (e.g. BNSP-certified logistics competency).

Soft Skills

  • Strong analytical and problem-solving skills.

  • Good communication and coordination skills for government and vendor liaison.

  • High attention to detail and strong organizational skills.

  • Ability to work under pressure and manage multiple priorities simultaneously.

  • Willingness to learn and grow within a dynamic regulatory environment.
