Description:
This position conducts complex on-site energy efficiency inspections to ensure completion appropriateness and quality of energy efficiency measures under the Weatherization Assistance Program (WAP) and other state energy conservation programs; Performs advanced safety diagnostic testing to detect areas of non-conformance and identify potential health and safety issues resulting from energy efficiency improvements; Provides technical monitoring and compliance verification of weatherization activities performed by sub-grantees and assists the Environmental Specialist III (Technical Lead) in implementing statewide monitoring training technical compliance activities and federal program reporting.

Work involves applying building science principles federal and state regulations and industry standards to evaluate weatherization work support program quality assurance assist with energy consumption evaluation activities and ensure compliance with Department of Energy Weatherization Assistance Program requirements.

Work schedule: Monday Friday 8:00 a.m. 5:00 p.m. Flexible schedule 10-hour workdays allowed after six-month probation with management approval.

Job Duties:

  • Conducts on-site inspections of completed and in-progress weatherization projects to verify quality of work compliance with program requirements and proper installation of energy efficiency measures.
  • Performs diagnostic testing and field measurements using specialized equipment to evaluate building performance energy efficiency and potential health and safety hazards.
  • Reviews energy audits project documentation and job orders completed by sub-grantee agencies to verify accuracy and compliance with program standards.
  • Applies Standard Work Specifications outlined in the Nebraska Weatherization Field Guide and Installation Standards to ensure improvements meet applicable codes regulations and industry standards.
  • Monitors Community Action Partnership (CAP) agencies and other sub-grantees through file reviews and on-site inspections to ensure compliance with State Federal and local program requirements.
  • Prepares monitoring reports documenting inspection findings and recommended corrective actions; tracks implementation of corrective measures to ensure resolution of deficiencies.
  • Assists the Environmental Specialist III (Technical Lead) with technical monitoring activities program reporting and coordination of statewide monitoring and compliance efforts.
  • Assist with the development of the annual Federal State Plan Annual Federal Technical & Monitoring Report State Policies & Procedures 5- year State Field Guide and 5-year Energy Audit Approval.
  • Assists with programmatic federal reporting and energy consumption evaluation activities by gathering reviewing and analyzing program data to support federal reporting requirements and program performance evaluation.
  • Provides technical assistance to sub-grantees to address weatherization installation practices building science issues and program compliance questions.
  • Maintains required certifications and utilizes diagnostic equipment necessary to perform monitoring and inspection activities.
  • Performs related work as required.


Requirements/ Qualifications:

Minimum Qualifications: Bachelors Degree in the physical sciences natural sciences environmental science geology biology agronomy civil engineering environmental engineering mechanical engineering chemical engineering hydrology community and regional planning or a related field. Experience may substitute for education or a year-for-year basis.

Other (Required For This Position):

  • Incumbents must possess a Quality Control Inspector (QCI) Certification issued by Building Performance Institute Inc. or have the ability to obtain QCI certification within 9 months of hire date as a condition of continued employment.
  • Valid drivers license or ability to provide independent transportation
  • Ability to travel with occasional overnight stays
  • Ability to lift 50 pounds
  • Ability to climb a 20-foot ladder
  • Ability to climb bend and stoop
  • Ability to walk on muddy icy uneven terrains and steep slopes to accomplish tasks
  • Ability to maintain regular and reliable attendance.

Knowledge Skills and Abilities:

Knowledge of: building types and systems that use energy; residential and commercial design and mechanical operations; construction methods materials and practices; data collection analysis organization and report preparation processes; energy issues and trends; state and federal regulations pertaining to energy conservation programs; energy conservation concepts; technical and engineering processes.

Ability to: communicate effectively both orally and in writing; work with a variety of people with diverse interests and backgrounds; use customer service focus with integrity and respect; present new ideas and observations to a variety of people in an easily understood manner; work effectively with intergovernmental agencies utility companies and other organizations; assemble and analyze large quantities of data prepare professional reports and present information effectively; analyze situations individually and organize information to reach and make appropriate decisions; plan conduct and evaluate workshops.

Skill in: carrying out research projects through completion; mathematical and statistical functions; technical writing and public relations; record keeping and organizing information.
