This is a Management Services Position.

The incumbent will serve at the pleasure ofthe Appointing Authority.

POSITION DUTIES

This position provides direct leadership over HRoperational service functions that support a 24/7 public safety and correctionsworkforce. The Director ensures consistent compliant and timely execution ofemployee-facing services across institutions community supervision andheadquarters units statewide. The Director reports to the Deputy CHRO and isresponsible for execution service delivery standards and operationalaccountability.

Key Responsibilities

  • Lead and manage HR staff responsible for:
  • Leave administration (including statutory leave)
  • Benefits administration
  • Onboarding and orientation
  • Employment verification
  • Performance management cycle execution
  • Establish service standards and ensure timely processing and compliance.
  • Monitor workflow volume backlog and service metrics.
  • Ensure alignment with COMAR DBM regulations and internal policy.
  • Identify operational risks and escalate systemic issues appropriately.
  • Support continuous improvement of HR service delivery processes.

MINIMUM QUALIFICATIONS

Education:

Bachelors degree from an accredited collegeor university.

Experience:

Eight (8) years of progressively responsibleprofessional HR experience (in Public Sector Unionized or 24/7 operationalenvironment). Three (3) years must have included supervisoryor managerial responsibility over HR staff in operational or service deliveryfunctions within a large complex organization.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience managing high-volume HR operations efficiently while ensuring compliance fiscal responsibility and service delivery standards.
  • Experience evaluating workflow efficiencies implementing internal controls and balancing operational demands within established budget and staffing constraints.

Personal Leave - new Stateemployees are awarded six (6) personnel days annually (prorated based on startdate)

Annual Leave - ten (10) days of accumulatedannual leave per year
Sick Leave - fifteen (15) daysof accumulated sick leave per year
Parental Leave - up to sixty(60) days of paid parental leave upon the birth or adoption of a child
Holidays - State employees alsocelebrate at least twelve (12) holidays per year

Pension - State employees earn credit towardsa retirement pension
