Position Overview

The GIS Specialist will provide expert geospatial consulting services to support the Authoritys digital transformation initiative. This role focuses on optimizing and expanding the organizations use of the Esri ArcGIS platform integrating spatial data with operational systems enabling field mobility for infrastructure inspection and maintenance and developing visualization tools that support data-driven decision-making.

The GIS Specialist will collaborate with engineering operations and IT teams to ensure spatial data is effectively integrated with enterprise platforms including CMMS SCADA LIMS and business intelligence systems. The ideal candidate will possess strong ArcGIS technical expertise and experience supporting GIS operations in utilities infrastructure or public sector environments.

Key Responsibilities

ArcGIS Platform Administration & Development

Administer and optimize the ArcGIS environment including ArcGIS Enterprise ArcGIS Online and related applications (Field Maps Survey123 Dashboards Experience Builder).
Develop and maintain feature services web maps and web applications that support asset management operations and executive reporting.
Perform geodatabase design schema management and spatial data modeling to support infrastructure asset management.
Maintain spatial data quality coordinate system standards and metadata compliance.

System Integration & Data Workflows

Design and support integrations between ArcGIS and enterprise systems including CMMS (Oracle JD Edwards) SCADA (AVEVA PI) and LIMS (Clinisys).
Develop automated workflows to synchronize infrastructure asset data and operational records between systems.
Support cross-platform dashboards and analytics tools integrating GIS data with operational data sources.
Integrate GPS and field-collected data into enterprise GIS systems.

Field Mobility & Inspection Solutions

Configure ArcGIS Field Maps and Survey123 for field inspections condition assessments and infrastructure maintenance workflows.
Develop offline-capable maps and data collection forms for field crews operating in limited-connectivity environments.
Train field personnel on mobile GIS tools and data collection best practices.

Visualization & Decision Support

Develop ArcGIS Dashboards and StoryMaps to support infrastructure monitoring project tracking and operational reporting.
Collaborate with Power BI teams to produce spatially-enabled reporting solutions.
Support development of enterprise operational dashboards incorporating GIS data layers.

Governance Documentation & Digital Maturity

Inventory GIS datasets services and applications as part of digital maturity initiatives.
Identify opportunities to improve GIS utilization and reduce redundant data sources.
Develop GIS documentation including data dictionaries SOPs and user guides.
Participate in IT governance activities related to GIS standards procurement and lifecycle management.

Required Qualifications

5 years of professional experience with the Esri ArcGIS platform (ArcGIS Pro ArcGIS Enterprise ArcGIS Online).
Experience designing and publishing enterprise geodatabases feature services and web applications.
Experience configuring ArcGIS Field Maps Survey123 or similar mobile GIS solutions.
Proficiency with Python (arcpy) or ArcGIS Arcade for data automation and expressions.
Experience integrating GIS with enterprise systems such as CMMS ERP SCADA or similar platforms.
Strong communication skills and ability to collaborate with technical and non-technical stakeholders.
Experience supporting public sector utilities or infrastructure-focused organizations.

Preferred Qualifications

Esri Technical Certification (ArcGIS Desktop Associate/Professional or Enterprise Administration).
Experience developing ArcGIS Dashboards Experience Builder apps or StoryMaps.
Familiarity with Oracle JD Edwards or other CMMS platforms.
Knowledge of water/wastewater infrastructure data standards.
Experience with ETL tools such as FME.
Familiarity with Microsoft Power BI integration with ArcGIS.

Working Conditions

Work will primarily be performed on-site in Centreville Virginia with remote work possible upon approval. Contractors must comply with all Authority safety conduct and workplace policies. All work products and deliverables become property of the Authority upon final acceptance.
