Job Title: Business Analyst (health Domain Medicaid systems preferred-14 years)

We are currently seeking candidates who meet the following qualification

• Reviews analyzes and evaluates complex business systems and user needs to support enterprise-level applications and modernization initiatives.
• Formulates system solutions that align with overall organizational and Medicaid program business strategies.
• Serves as a liaison between business stakeholders and multiple IT teams including Architecture Project Delivery Application Sustainment and vendor teams.
• Performs advanced data analysis by examining raw datasets to identify patterns trends and business insights that support decision-making.
• Leads requirements gathering sessions with business units and technical teams to document detailed functional and technical requirements.
• Translates complex business needs into clear documentation including user stories functional specifications workflow diagrams and system requirements.
• Writes detailed descriptions of user needs program functions and technical steps required to develop or modify software applications.
• Performs business process analysis and reengineering to improve operational efficiency and align technology with business objectives.
• Utilizes industry-standard business process mapping and documentation techniques to evaluate existing workflows and recommend improvements.
• Develops solution options and evaluates alternatives through cost/benefit analysis ROI evaluation and buy-vs-build analysis.
• Identifies project risks mitigation strategies and impacts related to system enhancements and modernization initiatives.
• Works in an Agile environment participating in backlog grooming sprint planning and other Agile ceremonies.
• Supports SAFe program delivery for large-scale system modernization and ongoing enhancement initiatives.
• Collaborates with cross-functional teams supporting Medicaid Enterprise Systems (MES) applications and vendor-supported systems.
• Provides oversight of project documentation system enhancement deliverables and application release artifacts.
• Assists in coordinating and monitoring IT-contracted system initiatives supporting Medicaid applications.
• Participates as an IT stakeholder in multiple application enhancement initiatives across integrated systems.
• Works with vendors and internal teams to ensure alignment of application enhancements with enterprise architecture and agency direction.
• Supports integrated system efforts by developing processes and documentation that ensure consistent understanding of solution approaches.
• Contributes to governance documentation standards and operational processes supporting enterprise IT application delivery.
• Collaborates with program leadership product owners and technical teams to ensure successful delivery of modernization initiatives.
• Experience working with healthcare systems Medicaid applications or public sector enterprise environments is highly desirable.
• Familiarity with Texas Medicaid CHIP systems and state health agency processes is preferred.
