To assess and determine planning applications in accordance with the National Planning Policy Framework and the Councils adopted planning policies.
The Planning Officer will contribute to the delivery of an efficient and high-quality development management service by managing a caseload of planning applications providing professional planning advice and supporting the Council in achieving sustainable development across the Borough.
Manage a caseload of planning applications and assess them against relevant planning legislation national policy and the Councils adopted planning policies.
Prepare clear and well-reasoned reports with recommendations for determination by planning managers or Planning Committee.
Carry out site visits and assess development proposals plans and drawings to ensure compliance with planning policies and guidance.
Provide professional advice to members of the public applicants agents and other stakeholders through telephone email meetings and the pre-application enquiry process.
Liaise with internal departments and external consultees to ensure all relevant matters are considered in the determination of applications.
Assist in dealing with enquiries from residents architects developers and other stakeholders on planning matters.
Prepare and present the Councils case in planning appeals particularly those dealt with through written representations and informal hearings.
Support senior officers in the assessment and processing of major development proposals and complex planning applications.
Draft appropriate planning conditions reasons for refusal and other supporting documentation where required.
Maintain accurate records and use the Councils planning systems effectively in managing applications and related correspondence.
Keep up to date with changes in planning legislation policy and guidance relevant to development management.
Contribute to the efficient operation and continuous improvement of the planning service.
Relevant A-Levels degree or equivalent qualification that meets the entry requirements for an accredited undergraduate or postgraduate planning degree recognised by the Royal Town Planning Institute (Desirable).
Experience of the development management process and related planning issues (Desirable).
Experience using computerised systems and databases (Essential).
Good written and verbal communication skills.
Ability to assess plans drawings and development proposals.
Knowledge of planning policy legislation and procedures including the National Planning Policy Framework (Desirable).
Ability to prioritise workload and meet deadlines.
Ability to work effectively under pressure and contribute positively to team performance.
