Job Duties

The Deputy Superintendent of Instructional and Educator Excellence will serve as a critical leader for the Virginia Department of Education by providing leadership for standards high quality instructional materials and educator preparation professional development and licensure.

This role will lead efforts to develop and execute a statewide vision for K-12 instructional excellence and educator effectiveness aligned with the agencys strategic direction.

  • For Instructional Excellence: This role will provide leadership and technical expertise facilitate standards development and implementation deeply engage stakeholders partner with vendors as applicable for vetting of high-quality instructional materials and aligned professional development represent the department as needed to oversee instruction from kindergarten through 12th grade. This will include increasing coherence ensuring alignment between standards assessments and instructional supports. This will include working closely with the Deputy Superintendent of Assessment Performance and School Improvement to support schools in need of greatest support with this position focused on the Tier I instruction high quality instructional materials and professional learning while the other Deputy focuses on aligning and maximizing federal resources.

  • For Educator Excellence: This role will oversee all aspects of support to ensure Virginia K-12 educators are prepared and receive ongoing professional development tools and supports to provide high quality instruction that meets the needs of their students. This will include managing the states teacher licensure system including certification pathways renewal requirements and regulatory compliance as well as leading the approval monitoring and continuous improvement of educator preparation programs.

Across these efforts this role will use data research and stakeholder input to guide decision making and continuous improvement including developing innovative approaches to improving instruction and workforce pathways to attract and retain effective educators.

Minimum Qualifications

  • Demonstrated capacity for setting a vision collaborating within agency and with external stakeholders and delivering on outcomes at scale.
  • Knowledge of and experience in K-12 teaching learning HQIM advanced learning school quality improvement teacher preparation workforce and/or licensure ideally at a national or statewide scale.
  • Knowledge of Virginias educational infrastructure particularly the Standards of Learning School Performance and Support Framework; curriculum and instructional practices; local state and federal education policies and procedures; and uses of educational data and technology for teaching and learning.
  • Demonstrated project management capabilities that include project planning deliverable timelines cross-team progress monitoring data analysis risk mitigation and after-action analysis.
  • Knowledge of and capacity to manage the application of technologies in K-12 teaching and learning advanced learning school quality improvement educator preparation and teacher licensure.
  • Experience running a self-funded revenue-based program such as teacher licensure with high customer service implications.
  • Capacity to analyze and make sense of large sets of data how it is maintained utilized and its importance to the agency and school divisions.
  • Ability to manage large scale instructional improvement programs including implementation of high-quality instructional materials educator preparation program improvement and effective professional development at scale.
  • Ability to establish and maintain strategic partnerships with school system leaders educators parents education associations partners research institutions vendors and other key stakeholders.
  • Demonstrated ability for visionary and strategic thinking novel solutions and exemplary analytical abilities including working with ambiguity.
  • Must have excellent communication skills both oral and written with the ability to foster positive working relationships.
  • Possess strong time management skills with the ability to manage multiple tasks simultaneously and meet tight deadlines.
  • Ability to supervise and evaluate staff.
  • Ability to establish and manage large budgets.
  • Strong computer skills including Microsoft Office Word PowerPoint Excel and Access

Additional Considerations

  • Experience in public education administration at the management or executive level; administering statewide or systemwide assessment accountability and school improvement planning; and working with a variety of public stakeholders administrators and government officials to resolve educational issues.
  • Experience in budget allocation leadership management and evaluation of staff.
  • Graduation from an accredited college/university with studies related to the job description or an equivalent combination of education and direct working experience. An advanced college degree in Education in Education Administration/Supervision Education Leadership Business Administration or a related field preferred.
