Job Summary

Application Rationalization within Health Services Cluster:

  • Review the current inventory of HSC applications to determine relevancy to the rationalization initiative. Assess each application for strategic fit privacy/security cost model operational risk and technical condition.
  • Working with HSC Directors conduct assessments of applications in scope to pinpoint candidates for consolidation modernization or retirement based on technical functional and business value criteria.
  • Working with HSC Directors develop recommendations leveraging standardized recommendations (ex. Re-architect / Maintain / Replace/Modernize / Expand Functionality) for senior leadership review and approval.
  • Working with HSC Directors develop an actionable overarching milestone-based implementation plan to optimize the application portfolio including timelines resource needs and performance indicators. Note: Directors will be accountable for individual project plans to execute on rationalization outputs.
  • Manage and monitor the overall milestone-based implementation plan making sure it aligns with strategic goals and that all milestones are completed responsibly.
  • Provide regular updates and progress reports to executive leadership and stakeholder groups ensuring transparency and accountability for all milestones. Identify risks and develop mitigation strategies to address them proactively.
  • Develop benefit realization framework and metrics to measure benefits efficiencies and savings. Provide reporting on the achievement of benefits efficiencies and savings.
  • Facilitate effective communication among all stakeholders ensuring that objectives timelines and changes are clearly conveyed.
  • Work with health sector delivery partners as required.
  • Work closely with GovTechON Enterprise Architecture to ensure alignment to the OPS Target State Architecture.


External Service Delivery Program Management:

  • Coordinate with GovTechON leads to identify and validate opportunities across GovTechON to be considered within scope.
  • Coordinate with GovTechON leads to develop an actionable overarching milestone-based implementation plan to execute on opportunities including timelines resource needs and performance indicators. Note: Directors will be accountable for individual project plans to execute on opportunities within scope.
  • Manage and monitor the overall milestone-based implementation plan making sure it aligns with strategic goals and that all milestones are completed responsibly.

Program Governance & Strategy:

  • Risk & Compliance Oversight: Managing RAID logs and ensuring strict adherence to PHIPA and security principles.
  • Senior Advisory: Providing operational advice on resourcing and financial impacts to the Ministry.
  • Stakeholder Consensus Building: Facilitating governance meetings and managing "fusion teams" to drive decision-making.


Requirements

Experience and Skill Set Requirements:

Must Haves:

  • Ability to lead multi-stream programs with several concurrent workstreams (rationalization external delivery opportunities).
  • Knowledge of application rationalization methodologies (e.g. TIME model: Tolerate Invest Migrate Eliminate; Retain/Retire/Re-platform/Reimagine).
  • Experience developing roadmaps aligned to enterprise architecture and target state definitions.
  • Demonstrated ability to engage and coordinate across diverse stakeholder groups including senior executives technical leads program owners and partner agencies.
  • Experience creating value frameworks or benefit models linked to rationalization outcomes (e.g. cost reduction technical debt reduction consolidation benefits risk reduction)


Skill Set Requirements:

Public Sector Experience:

  • Experience working with municipal provincial or federal government particularly in complex multi-organization environments.
  • Familiarity with health system operations privacy/security requirements (e.g. PHIPA) and program delivery mandates.
  • Experience delivering projects requiring cross-organization collaboration particularly where multiple ministries or broader public sector entities are involved.


Program Management Experience:

  • Ability to lead multi-stream programs with several concurrent workstreams (rationalization external delivery opportunities).
  • Proven experience in developing and managing milestone-based implementation plans including timelines resource estimates risk registers and performance indicators.
  • Experience delivering large-scale transformation initiatives modernization programs or portfolio optimization.
  • Proficiency with risk management change control reporting and executive communications.
  • Experience working with senior leadership and preparing briefing materials for ADMs/CAOs/executives.


Stakeholder & Total Experience:

  • Demonstrated ability to engage and coordinate across diverse stakeholder groups including senior executives technical leads program owners and partner agencies.
  • Experience facilitating cross-organizational decision-making where mandates capabilities and priorities differ.
  • Strong track record managing complex stakeholder environments including conflict resolution and alignment-building.
  • Proven ability to translate technical analysis into business decisions that resonate with non-technical executives.
  • Excellent communication and interpersonal skills.


IT Strategy & Rationalization:

  • Experience conducting application portfolio reviews including assessments of business value functional fit cost risk and technical condition.
