Summary:
Position Summary:
The COPA Compliance Consultant provides independent oversight and compliance monitoring related to the Terms and Conditions of a hospitals Certificate of Public Advantage (COPA). This role supports the Departments mission to protect public health and promote fair healthcare practices by ensuring hospitals adhere to regulatory requirements maintain transparency and meet all COPA obligations.
Key Responsibilities:
Develop and Maintain Compliance Framework
Design implement and maintain a comprehensive compliance monitoring system for COPA oversight.
Establish processes to track and evaluate hospital performance against COPA Terms and Conditions.
Review and Analyze Hospital Submissions
Evaluate documentation submitted by COPA recipient hospitals to ensure compliance with regulatory requirements including:
Quality metric reporting
Hospital financial reporting
Billing compliance
Pricing benchmarks relative to Medicaid
Commitments related to access to care service improvements quality outcomes and employment obligations.
Support Annual Reviews and Evaluations
Assist the Department in conducting annual COPA compliance reviews and performance evaluations.
Compile reports and provide analysis based on submitted documentation and monitoring activities.
Identify and Report Noncompliance
Work with Department leadership to identify potential compliance issues.
Document findings and recommend corrective actions to address identified gaps.
Coordinate Information Requests
Communicate with hospitals and Department staff to obtain required documentation and data.
Ensure timely collection and review of records necessary for compliance monitoring.
Required Qualifications
Bachelors degree in Healthcare Administration Public Health Business Administration or a related field (Masters degree preferred).
Minimum 5 years of experience in hospital administration healthcare compliance regulatory oversight or related healthcare operations.
Strong knowledge of federal and state healthcare regulations.
Demonstrated ability to review interpret and analyze contracts policies and structured compliance documents.
Skills and Competencies
Excellent written and verbal communication skills.
Strong project management and organizational abilities.
Experience with compliance monitoring incident investigation and regulatory reporting.
Advanced analytical and problem-solving skills with strong attention to detail.
Ability to maintain confidentiality and exercise discretion when handling sensitive information.
Preferred Experience
Familiarity with Certificate of Public Advantage (COPA) frameworks or similar healthcare regulatory agreements.
Experience working with state health departments or healthcare regulatory agencies.
