Job Summary

The Senior Officer SBCC plays a critical role in designing implementing and supervising strategic communications that support Sun Community Healths health programs. As part of the Marketing and Communication Unit this position leads the planning and execution of behavior change communication strategies across health themes including maternal and child health TB HIV malaria SRHR NCD and family planning. This role ensures that health messages are client-centered culturally appropriate gender-sensitive and aligned with both national guidelines and global communication standards. The Senior Officer SBCC manages a small creative team and oversees product development message testing branding media coordination and campaign rollout.

DUTIES & RESPONSIBILITIES:

The duties and responsibilities of Officer (Social and Behavior Change Communication) include:

  1. Strategic Communication & Campaign Design

Develop and manage annual SBCC budgets including campaign cost projections media buying plans and vendor contracts.

Develop lead and monitor SBCC strategies across all health areas supported by SCH ensuring alignment with program goals target audience needs and behavioral outcomes.

Design comprehensive multimedia campaigns including community mobilization digital content radio print and interpersonal communication tools.

Lead message development and segmentation tailored to specific populations (e.g. adolescents women of reproductive age migrants people living with HIV etc.).

Ensure safeguarding PSEA and protection messaging is appropriately integrated into communication materials.

Lead risk communication and rumor management strategies during public health emergencies or crisis situations.

Ensure compliance with national communication regulations guidelines and donor visibility requirements.

  1. Supervision and Team Management

Provide day-to-day supervision and guidance to the Officer SBCC and Officer Graphic Design.

Facilitate teamwork and coordination between the creative team field staff and program teams for smooth workflow and high-quality outputs.

Lead team planning sessions creative brief development and performance reviews.

  1. Collaboration and Integration

Coordinate with Program Managers to align SBCC interventions with programmatic activities and client touchpoints.

Work closely with the MEL and Business Intelligence units to develop audience profiles behavior change indicators and communication outcome metrics.

Develop and track SBCC performance indicators including reach engagement and behavior change metrics.

Analyze campaign performance data and adapt communication strategies accordingly.

Collaborate with field operation teams to implement SBCC activities at community level.

  1. Product Development and Quality Assurance

Guide the creation of IEC/SBCC materials ensuring quality relevance clarity and accuracy of messages.

Oversee message pretesting field validation and iterative product refinement based on user feedback.

Ensure branding consistency compliance with donor visibility rules and adherence to SCHs visual identity guidelines.

Monitor community feedback and misinformation trends and support the development of FAQ content to address key concerns.

  1. Knowledge Management and Learning

Document and disseminate case studies success stories campaign results and SBCC learning across SCH and partner networks.

Ensure ethical standards informed consent and data protection in all communication content including client stories and visual materials.

Stay informed of emerging trends in digital health communication behavioral insights and global best practices in SBCC.

Support internal communication initiatives to strengthen staff alignment with SCHs brand and program priorities. 

     6. Representation & Stakeholder Engagement

Represent SCH in national SBCC working groups MoH health promotion meetings and donor led communication networks.

Maintain positive relationships with creative vendors production houses media outlets and consultants.

Prepare presentations campaign briefs and technical updates for donor and partner engagement.


Qualifications :

Key Competencies and Skills

SBCC Expertise: Deep understanding of communication for development behavioral science principles and audience segmentation.

Creativity & Innovation: Ability to translate complex health information into compelling and actionable communication products.

Team Leadership: Experience in managing creative and technical teams with strong interpersonal and supervisory skills.

Technical Writing & Editing: Strong capacity to write review and refine communication content in both Myanmar and English.

Media & Digital Literacy: Familiarity with multimedia platforms media planning and social media analytics. Cultural Sensitivity: Demonstrated ability to adapt messaging to diverse community contexts in Myanmar.

 

Qualifications and Experience

Education: M.B.B.S or Bachelors degree in Public Health Communication Social Sciences or a related field; Masters in Health Communication Public Health or Development Communication is an asset.

Experience: Minimum 3 years of experience in SBCC or health communication program design and implementation preferably in public health or NGO sector.

Language: Excellent written and spoken English and Myanmar.

Technical Proficiency: Strong computer skills (MS Office Canva Adobe Suite preferred) digital content development and communication M&E tools.
