The Senior Program Support Manager provides leadership and strategic oversight of program support services to ensure effective compliant and timely support to program implementation across SCH. The role covers IT systems procurement supply chain logistics administration asset and fleet management. The position leads national support service teams and provides indirect supervision and technical guidance to program support and warehouse teams at regional and field offices. It focuses on strengthening systems SOPs internal controls and risk management to ensure compliance with SCH policies donor requirements and legal standards.
DUTIES & RESPONSIBILITIES:
The duties and responsibilities of Sr. Program Support Manager include:
Leadership and Coordination
Lead and coordinate national program support services including IT Procurement Supply Chain Logistics Administration Asset and Fleet Management
Supervise national-level support service teams and provide indirect supervision and technical guidance to program support and warehouse teams at regional and field offices
Strengthen team capacity through delegation coaching mentoring and performance support
Promote coordination accountability and consistent practices across all offices
IT Systems and Services
Oversee the setup maintenance and improvement of IT systems to support program and office operations Ensure effective IT customer service user support and service delivery to staff
Strengthen IT systems related to data security access control and system reliability
Procurement and Supply Chain
Oversee procurement processes including office rental vehicle rental and procurement of goods and services in line with donor and SCH requirements
Ensure transparent timely and compliant procurement practices
Oversee supply chain functions including warehousing inventory control and logistics at national regional and field levels
Logistics Fleet and Asset Management
Oversee logistics planning and coordination to support program implementation
Manage fleet systems including vehicle allocation usage maintenance and monitoring
Ensure proper fixed asset management including asset registration tracking allocation to field staff and asset handover
Oversee write-off processes fixed asset reporting and compliance with asset management policies
Administration and Office Support
Oversee administrative functions including office management security supervision domestic staff management and general office support.
Ensure administrative systems support safe secure and efficient office operations
Strengthen supervision and management of security services across offices
Systems SOPs and Compliance
Lead the development review and strengthening of SOPs and systems across support service functions
Ensure consistent implementation of SOPs across national regional and field offices
Ensure compliance with SCH policies donor regulations and legal requirements
Identify operational compliance and organizational risks and implement mitigation measures
Coordination Reporting and Audits
Coordinate closely with Program Finance HR and M&E teams to align support services with program needs Prepare and submit regular reports on support services performance assets fleet and risks to senior
management
Support internal and external audits and ensure timely follow-up on audit findings
Document lessons learned and good practices to strengthen support service systems
Perform other duties assigned by senior management relevant to the role
Skills & Competencies
Strong leadership coordination and people management skills with the ability to guide and support teams Solid understanding of IT systems procurement logistics asset and fleet management
Strong focus on compliance risk management and internal controls
Excellent organizational planning and problem-solving skills
Strong communication and interpersonal skills Ability to manage multiple tasks work under pressure and meet deadlines
Qualifications :
High level of integrity accountability and dependability
Strong organizational communication and decision-making skills
Bachelors degree in management business administration logistics IT supply chain or a related field (masters degree an advantage)
Minimum of 710 years of relevant experience in program support services administration logistics supply chain IT or related roles
Proven experience leading national teams and providing oversight to regional and field-based teams preferably in NGO or complex organizational settings.
