POSITION DUTIES

This position is responsible for the fiscal functions ofthe Maryland Correctional Training Center (MCTC) which is part of theHagerstown Correctional Complex. This position is responsible for supervisionof the Accountant II. The incumbent is responsible for preparing MCTCs Budgetand Monthly Projections and discussing them with the Warden and sending anddiscussing them with staff at the DPSCS Office of the Secretary. The incumbentmonitors the status of MCTCs expenditures and provides statistical data fordepartment heads as needed. Prepares monthly and annual reports for thecomplex. The incumbent is the Financial Management Information Systems Liaisonfor the Complex. The incumbent acts as the Chief Fiscal Officer in the absenceof the Fiscal Services Chief.

Prepares the annual budget request for MarylandCorrectional Training Center (MCTC). Each request is prepared by analyzing pastbudgetary experience current trends inflationary rates and other datasupplied by the Department of Budget and Management and the Department ofPublic Safety and Correctional Services Office of the Secretary FinanceOffice. Meetings are held with the Warden Asst. Warden and Department Heads ofMCTC to receive their input as to budgetary needs. Salaries are reviewed inconcert with a complete analysis of previous year actual expenditures andcurrent year appropriations of each line item. Prepares the monthly budgetprojection for MCTC which has a budget which exceeds $ houses approximately2800 inmates and employs 620 state workers. Analyzes surplus or deficit foreach object. The incumbent utilizes the projection in making expendituredecisions and to monitor expenditures.

Responsible for closing MCTCs accounts properly atyear-end and reporting this to the Fiscal Services Chief.

Analyzes various job processes within supervised units inorder to improve the efficiency of the processes.

Directly supervises plans and coordinates the work of 4fiscal employees 2 of whom have supervisory responsibility. Indirectlysupervises an additional 17 positions in the Payroll Inmate Accounts andAccts. Receivable and Accts. Payable units. Acts as the Chief Fiscal Officerin the absence of the Fiscal Services Chief. Observes employees productivityefficiency and accuracy and identifies and corrects errors. Guidance is givento staff in assigned tasks. Completes performance evaluation ratings. Must alsohandle employee disciplinary problems which involves counseling and/orreprimands. Reviews and approves employee leave requests and PositionDescription forms. Reviews and approves/rejects purchase orders and vendorpayments on transmittals. Also reviews and approves Exception Time Reports forprocessing and payment.

MINIMUM QUALIFICATIONS

Education: ABachelors degree in Accounting from an accredited college or universityincluding or supplemented by three credit hours in auditing.

Experience: Fouryears of experience examining analyzing and interpreting accounting systemsrecords and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelors degree from anaccredited college or university with thirty credit hours in Accounting andrelated courses including or supplemented by three credit hours in auditingfor the required education.

2. Applicants who have met the requirements for admissionto the CPA examination prior to July 1 1974 will be considered to have met theeducational requirement referenced above.

3. Possession of a certificate as a Certified PublicAccountant or a Masters degree in accounting from an accredited college oruniversity may be substituted for one year of the required experience.

4. Applicants may substitute one year of professionalauditing experience for one year of accounting experience.

5. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in the Accounting Officerclassification or Financial Management specialty codes in the Accounting fieldof work on a year-for-year basis for the required experience andeducation.

DESIRED OR PREFERRED QUALIFICATIONS

  • Three years of professional experience supervising subordinate staff in a financial services setting.
  • Two years of professional experience in preparing annual budget requests year-end closing documents and monthly budget projections using the Financial Management Information System (FMIS) or similar financial management system to process accounting data.

Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
