Job Summary

The Project Manager of LEC Services will be a key position in one of the largest programs in Premiers Program Management Organization. The Project Manager will be responsible for leading a cross functional team in the planning and execution of Task Orders awarded by the VA under the LEC Services prime contract. This will include project scheduling (MS Project) operational support systems ordering inventory transition/implementation performance reporting budgeting/forecasting training customer care operations program management plans change management plans resource plans continuity of operations plan quality assurance plans and risk management plans proposal support liaison with other organizations etc.

This position requires a solid understanding and working knowledge of Local Exchange Carrier (LEC) telephony products processes implementation provisioning billing and trouble-shooting.

The position will also be responsible for reviewing and developing requirements and working with appropriate teams to answer LEC Services requirements for Government SOWs task orders and modifications. The Project Manager shall be responsible for preparing customer and high level management Power Point presentations. The Project Manager shall report directly to Premiers Manager Federal Programs.

Specific duties shall include:

  • Lifecycle Management of a LEC Services Government Contract.
  • Manage the (project) transition and migration of legacy LEC (Qwest CenturyTel Embarq) services and billing.
  • Direct liaison between the customer legacy LECs and Premier (Contract Program Office pre-sales business development planning and execution project management customer relations billing and contractual issues as part of program management) to fulfill all contractual obligations.
  • Support customer requirements: Assist in the coordination training and development of LEC Services to include ordering inventory reporting administration and issue resolution.
  • Manage and implement legacy LEC service installations.
  • Ensure the timely and accurate delivery of all weekly monthly quarterly semi-annual and annual contractual reporting deliverables.
  • Program Management Reviews to include both customer and senior level Premier management.
  • Ability to travel on a regular basis.

Required Experience:

  • BA/BS in related field or equivalent experience
  • 8 years of Federal Telecommunications Program Management and customer liaison experience a must.
  • 7-10 Years experience and strong working knowledge of LEC Services features and technology e.g. POTS T1 DSS Centrex ISDN PRI ISDN BRI DID and Metro Ethernet.
  • Experience in Customer Service Records (CSR).
  • Experience in the transition implementation management and execution of large scale federal and civilian Government contracts.
  • Possesses and has demonstrated strong effective leadership skills.
  • Has successful experience in the development of proposals for small-to-mid-scale programs.
  • Builds and maintains excellent customer relationships especially with the contracting officers technical representative (COTR) and senior management.
  • Working knowledge of MS Project and associated MS Office suites.

Summary:

  • PMP/PMI certification desired but not required
  • Requires strong knowledge and experience of LEC Services features and technology e.g. POTS T1 DSS Centrex ISDN PRI ISDN BRI DID and Metro Ethernet.
  • Strong understanding of the LEC provisioning processes as it relates to Federal Government Accounts
  • Strong verbal and written communication skills
  • Demonstrated conflict resolution skills
  • Ability to work in a fast-paced multi-task stressful environment
  • Ability to create and manage complex LEC Services projects and develop Program Plans and Project Schedules with minimum oversight
  • Ability to manage process/procedural changes - thorough understanding of Federal Government contracts
  • Ability to create and matrix-manage various functional teams
