Scope of Work
The State of Vermont Green Mountain Care Board (GMCB) is seeking a Lead Communications Governance & Change Management Strategist to support the modernization of the States health data infrastructure under the 2025 Rural Health Transformation Fund initiative.
The selected consultant will be responsible for delivering the full scope of work defined in the GMCB Communications & Change Management SOW including governance integration enterprise change management planning stakeholder engagement release-aligned communications training and readiness reporting.
This role serves as the single accountable leader responsible for executing and coordinating all communication governance adoption and change management activities supporting the modernization program.
Role Summary
The Lead Communications Governance & Change Management Strategist will collaborate with:
to ensure communications governance tasks and adoption activities are fully aligned with Agile workflows Azure DevOps releases and modernization milestones.
Responsibilities
Change Management & Governance

Develop and maintain the enterprise Change Management Plan (CMP) including stakeholder mapping impact assessments risk mitigation strategies and training roadmaps.

Embed governance-related tasks into sprint Definition of Done (DoD) in coordination with Data Governance and Scrum teams.

Ensure compliance with State governance and documentation standards.
Communications Strategy

Develop and execute the Messaging & Channel Plan including sprint-based and release-based communication cycles.

Coordinate communications across platforms including:

Stakeholder Engagement

Lead all release communications across the lifecycle:
