Purpose of Job
The purpose of this job is to manage and evaluate staff programs finances services and operations as assigned within the Leisure Services Department. Under limited direction guides self and/or leads staff in the development implementation management and evaluation of programs operations and functions. Contributes to the Leisure Services Department management team through leadership management administration planning and project delivery. Performs additional tasks as assigned.
Job Related Requirements
Work Schedule: Monday through Friday 8a - 5p. Regular evening and weekend work expected to meet programs meetings and event needs. Serves on-call for emergencies and after-hour calls.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.
Bachelors degree in a related field with five years of related experience required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this job.
Must have a minimum of three years full-time programming experience in the respective area of program delivery.
Must possess three years supervisory experience in a related field.
Must have or obtain within twelve (12) months of hire FEMAs NIMSand 800 level training and maintain these trainings throughout employment.
Must have or obtain within two (2) years of hire training in NIMA/GEMA 191 300 & 400 and maintain these trainings through employment.
Must have or obtain within twelve months (12 months) CRP/AED/First Aid for adults and pediatrics and maintain these trainings throughout employment.
Must possess a valid drivers license.

Supervises and evaluates assigned full and part time staff located in multiple parks and/or facilities that operate up to seven (7) days per week; provides operations management of assigned parks and facilities.
Recruits staff and recommends for hire; handles employee concerns directs work assignments counsels and disciplines employees when necessary and completes employee performance appraisals.
Serves as a member of the department management/leadership team.
Assists with new employee orientation ongoing training and professional development of assigned staff.
Observes and reviews operations staffing levels programs etc. for optimum efficiency and effectiveness and affects recommended changes when needed. Attends various work unit programs to evaluate and support programs.
Works with assigned staff to develop and periodically update Department programming plans covering current year and 3-5 years including programming philosophy activity selection type and scope of programs and outreach initiatives.
Works with staff to develop specific and measurable program objectives and performance measurements for programs and services of respective Division.
Develops systematic processes for program and services evaluation; analyzes and uses data to consistently improve program and service quality for respective Division.
Stays current with appropriate trends and periodically assesses linkage to departments programming goals and objectives.
Manages department-wide special event planning and execution.
Attends annual special events as assigned to include spring and fall festivals Juneteenth Celebration July 4th fireworks show and the Holiday parade.
Approves and manages special events as requested and planned by outside groups non-profit agencies and businesses.
Coordinates the collection of data and analyzes it to assess programs services and operations.
Develops performance goals and measures with and for work units.
Provides necessary reports to the Director or designee.
Shares after-hours emergency duty coverage with Division staff. Responds directly to emergency after-hours calls from supervisor.
Prepares and implements short and long term goals and objectives for the respective division; contributes to short and long term Department goals and objectives.
Develops operating and capital improvement budgets including a five-year plan; manages expenditures and revenues of assigned cost center budgets.
Trains staff on budget operations and supervises all expenditures and revenues within assigned cost centers.
Negotiates drafts reviews and recommends contracts and agreements.
Serves in the community as an expert in the field including speaking engagements teaching at conferences and panel discussions for respective topics.
Serves as liaison with groups that may include: internal government non-profit private and/or Mayor and Commission created Boards Authorities and Commissions.
Provides technical expertise and professional assistance regular participation and cultivates and maintains positive relationships.
Researches plans evaluates and analyzes appropriate technological development and its impact on operations.
Enforces department/government policies procedures rules regulations and ordinances; keeps staff informed of appropriate departmental/governmental changes in a timely fashion.
Researches writes manages and administers donations and grants for program and facility enhancements in conjunction with appropriate admin division staff.
Coordinates with other divisions and departments planning organizing and implementation of shared programs and services.
Attends capital project group meetings when part of division facilities. Includes doing research for presentations interacting with community members managing public input sessions and monthly construction meetings.
Prepares Department for agency accreditation and ensures its continued future accreditation.
Writes revises and/or reviews Department and/or Division policies as needed and directed.
Writes agenda reports as assigned prepares and presents materials to Mayor and Commission as required.
Performs special projects and duties as assigned by Department Director.
Performs other related duties as required.
Additional Duties When Assigned to Arts Division
Performs all assigned duties as outlined for the locations of: Lyndon House Arts Center Morton Theatre East Athens Educational Dance Center and program area of Athens Creative Theatre.
Serves as the liaison and provides regular meeting attendance for the Athens Cultural Affairs Commission. Serves as liaison or delegates regular attendance for Arts Division Boards and fundraising organizations including but not limited to The Morton Theatre Corporation The Friends of Athens Creative Theatre and the Lyndon House Arts Center Foundation. Maintains open communication with each assigned group and represents their interest and the interest of ACCGov.
Cultivates and maintains positive cooperative working relationships with local and regional arts and history organizations city departments educational institutions local businesses inter-governmental agencies news media elected officials department heads and the general public.
Stays current with national regional and local arts agencies programs grants and networks. Maintains relevant knowledge and understanding of common standards of arts disciplines community arts issues and heritage work.
Represents the city on various intergovernmental and community committees and at official functions such as dedications civic events and other community activities.
Knowledge Skills and Abilities
Knowledge of the principles practices and procedures of the Athens-Clarke County Government and the operations and functions of the Leisure Services Department.
Knowledge of sound management practices human resource management/personnel financial administration and management long range planning policy development grant writing non-profit organizations and policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of program planning to include development of plan program and service determinants participant involvement fee determination cooperative programming establishment of program objectives program evaluation community outreach program scope selection of program content and program and service statistics.
