CHILD SAFEGUARDING: Level 3- The responsibilities of the post may require the post holder to have regular contact with children or young people and in the overseas context all posts are level 3 posts in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.
ROLE PURPOSE: The MEAL officer will coordinate the collection compilation consolidation and analysis of data to track programs/projects activities monitor progress and support impact measurement. S/he is responsible for establishing and ensuring better data management systems for the core program. He/she provides technical support and training to the field staffs participates to the roll out of the accountability framework and contributes to internal knowledge building. Provide support to implementing partners and program staff to systematically measure progress in the implementation. She/he will provide a framework through which these measurements (M&E data) are fed back to those involved in the running of the various component of the project and ensure that the information can support and guide the decisions of the management team to improve the quality and impact of the program operations.
SCOPE OF ROLE:
Reports to: MEAL Coordinator
KEY AREAS OF ACCOUNTABILITY:
Monitoring:
Liaise with the MEAL Coordinator to support the development review and implementation of the Sector M&E Plan.
Design and develop data capture tools for beneficiary identification registration and distribution registers ensuring tools align with sector indicators.
In consultation with the Project Manager design and maintain the programme database and Indicator Performance Tracking Table (IPTT) ensuring regular updates and data accuracy.
Update the M&E Plan and IPTT in a timely manner and provide feedback to programme staff on the status and quality of implementation.
Conduct regular field monitoring visits to track progress against indicators and verify implementation at field level.
Establish and implement routine data quality assurance mechanisms including data verification validation completeness and consistency checks.
Analyse programme data (including PDM and CPA findings) and produce monitoring and evaluation reports in line with organisational and donor standards.
Provide accurate project figures and verified data for internal and external reporting purposes.
Support programming staff to incorporate participatory approaches into community-level M&E systems and tools.
With support from the MEAL Coordinator establish and maintain a functional project-level information management system.
Contribute to the revision and improvement of monitoring and evaluation tools and ensure proper utilization by programme teams.
Ensure safeguarding and safe programming considerations are integrated into M&E tools and processes.

Evaluation:
Actively participate in diagnostic studies surveys Post Distribution Monitoring (PDM) Child Participatory Activities (CPA) field monitoring visits and project evaluations.
Support the design coordination and implementation of sector assessments and evaluations in collaboration with the MEAL Coordinator and Project Manager.
Analyse evaluation findings and contribute to the preparation of high-quality evaluation reports.

Accountability:
Support the integration of participatory methods to strengthen accountability to affected communities at project level.
Report any problems constraints or risks identified during implementation and propose practical operational solutions.
Respect agreed schedules and reporting deadlines to ensure timely information sharing and accountability.
Ensure all SC volunteer staff across sectors receive training on the Safeguarding Policy and PSEA Code of Conduct.
Ensure safeguarding and safe programming questions are systematically included in monitoring tools and processes.
Learning:
Organize and facilitate learning events to document lessons learned from PDMs CPAs field monitoring visits and sector implementation.
Document lessons learned best practices and key findings and develop learning papers with clear action plans and timelines.
Support the development of success stories case studies proposal annexes and other results-based documentation for donor communication.
Promote data-driven decision making by sharing analysis findings and recommendations with programme teams
Communication Coordination and Networking:
Provide regular MEAL-related technical support and coaching to community organizations implementing partners and Save the Children staff.
Develop and disseminate clear and simple instructional guidance for data collection tools and ensure relevant staff are trained on their use.
Actively participate in M&E meetings with key stakeholders and contribute to coordinated sector implementation.
Liaise closely with the MEAL Coordinator and Project Manager to ensure alignment of monitoring systems with sector objectives.
Take part in recruitment processes as required.
Perform any other relevant tasks as assigned by the supervisor.

QUALIFICATIONS
B. Sc or equivalent with a minimum of three (3) years work experience in monitoring and evaluation preferably in Education projects with an International NGO).
EXPERIENCE AND SKILLS
Experience in implementing Education programs in humanitarian contexts program is an added advantage.

Essential
Fluency in Hausa Language (it is a requirement).
Knowledge and use of various survey methods for monitoring of different programs.
Previous experience working in immunization programmes.
Prior experience establishing and running coordination mechanisms.
Prior experience in training and management of data collectors and partners.
Strong analytical skills and strategic planning abilities.
Sound written and oral presentation skills.
Willingness to travel and work in hard-to-reach areas occasionally under strenuous conditions.
Computer literacy and excellent documentation skills are a must. Microsoft office especially Word spreadsheet (Excel) and GIS applications).
Highly developed interpersonal and communication skills including influencing negotiation and coaching.
Excellent time management and planning capacity.

Desirable
Experience in implementing Education programs in humanitarian contexts program is an added advantage.
Have experience and/or knowledge about working with children and is aware of the local legal and child protection systems.
Experience of working in a post conflict environment/IDP situation.
Ability to work as part of a team Flexibility adaptability and patience.
Ability to work under pressure often to strict deadlines
Ability to assess problems and recommend solutions.
