Position Summary
The Office of Immigrant Affairs seeks a detail-oriented individual with exceptional contracting data analysis and process improvement skills to join the department as a full-time Program Manager for the Citys Language Access Program. The primary focus of this position is to monitor and evaluate the technical and administrative aspects of the language access programs contracts ensuring the contractor delivers the required services according to the contract terms. Additionally the Program Manager builds and oversees OIAs Language Access and other programmatic data analysis. The Program Manager provides technical assistance and training to appointed Language Access Coordinators (city staff who request and use services from translation product contractors) and serves as an in-house consultant in support of Language Access Plans across city government.
Essential Functions:
- Oversee annual and quarterly reports as well as systems to collect data from all City departments
- Compile analyze report qualitative and quantitative data and create visuals and narratives to present comprehensive data to inform policy changes or resource allocation
- Design Language Access Plans templates to be completed by Language Access Coordinators and their respective offices and departments
- Develop implement and oversee a data-focused dashboard that shows language access program deliverable status and track turnaround time for responses and resolutions
- Review procurement documents and actions for adherence to rules policies and procedures; participates in the negotiation process for new contracts resulting from requests for quotes or requests for proposals.
- Provide guidance to OIA and city staff in developing specifications statements of work scope of services and other contract requirements with regard to Language Access Program
- Build and operate a checkout and request system for City staff seeking Language Access resources
- Manage and present Language Access service data for internal and external audiences regarding to costs and customer services
- Update systems of receiving processing and presenting as well as evaluating quality and compliance of vendor service data
- Analyze data for trends and report on these trends to the language access program and program stakeholders
- Oversee cost projections for interpretation translation and vendor contracts based on historical usage
- Compare vendor performance and costs to ensure accountability
- Collaborate with City offices regarding the integration of emerging technologies in Language Access
- Coordinate with the Office of Information Technology to understand and support the security needs of the City in Language Access services
- Consult with City agencies regarding the implementation of new technologies and digital services
OIA Training Support and Data Analysis
- Support the entire Office of Immigrant Affairs as the teams internal and external professional development training subject matter expert
- Project based support focused on data analysis and visualizations in support of the Offices strategic communications and community outreach portfolios
- Project based support focused grantmaking and cooperative agreements with OIAs strategic and community partners
- Provide support around qualitative and quantitative measures of performance and success in support of strategic OIA initiatives
Competencies Knowledge Skills and Abilities
Knowledge of program management.
Ability to work with data analytics platform (PowerBI or similar platform)
Data tracking and analysis; building and management of data dashboards for decision-making
Knowledge of procurement methods and procedures.
Knowledge of technical writing and contract principles.
Extensive contract grants and cooperative agreements experience with demonstrated ability to ensure vendor compliance with negotiated terms conditions and policies by writing cure letters and other corrective actions.
Ability to meet deadlines with keen attention to details and follow through
Excellent interpersonal skills maintaining tact and diplomacy in all situations
Excellent written and oral communication
Multilingual or bilingual proficiency
Qualifications :
Graduation with Bachelors degree from an accredited college or university with major course work in a field related to the job plus six (5) years of experience in a field related to the job including two (2) years of experience which were in a procurement grants management or program management capacity.
