This contract is for a Catholic Religious Education Coordinator. The Coordinator shall utilize an approved Catholic curriculum and teach religious education for children ages 18 and under per the guidelines of the Archdiocese of Military Services for Saturday and Sunday Catholic Mass.
2. Basic Services
The Coordinator shall provide all personnel equipment labor tools and supervision necessary to develop a religious education program teach the curriculum and accomplish the administrative services as defined in this Job description (JOB DESCRIPTION). The Base Chapel is located at Fort MacArthur and Chapel Offices are located in Los Angeles Air Force Base (LAAFB) building 272 at El Segundo CA.
- Provide Catholic Religious Education Sunday Service currently held at 0900 hrs on Sundays and for all Holidays/Holy Days of Obligation as needed.
2.1 Period of Performance
The Coordinator shall perform the services described within this JOB DESCRIPTION for the period specified in the signed contract award between the Coordinator and Government which is One (1) Base Period which consists of ten (10) months and four (4) Option Years consisting of twelve (12) months each.
2.2 Background Check for Coordinator and Volunteers
The Coordinator must submit to a background investigation in compliance with DoDM 1402.05 (Section 3.1a - e 24 January 2017). All volunteers that participate with the Coordinator must have base access already so there will no added responsibility to the Coordinator. The Coordinator shall be responsible for gathering background check paperwork for all sub-coordinators pertaining to this contract due to working with children under the age of 18. The Coordinator shall submit background investigation paperwork to the chapel staff for processing within 10 business days after contract award. The Government reserves the right to restrict the services under this contract of any Coordinator or prospective Coordinator who is identified as a potential threat to health safety security general well-being or the operational mission of the installation and its population.
2.2.1 Normal Operation Hours
The Coordinator shall teach the curriculum every Sunday at 0905 for ages 18 and under.
2.2.2 Qualifications
The Coordinator shall ensure that all employees performing services for this contract meet the following criteria:
- Must be a Confirmed Roman Catholic in good standing.
- Must have an active Catholic Christian faith and background of active religious participation and be familiar with the beliefs and teachings of the Catholic faith.
- Must possess at minimum three (3) years of prior experience in the areas of religious education and administration CCD teaching and teacher training.
- Must have computer and word processing skills.
- Must have the ability to work in a fluid and sometimes stressful pluralistic environment with Chaplain Corps staff and military and government service personnel. Possess the ability to maintain healthy functional interpersonal relationships with other staff members Chaplain Corps staff and parishioners.
- Must be able to pass a background investigation for coordinators working with children under the age of eighteen (18). This is in compliance with Public Law 101-64 Section 231 (Crime Control Act of 1990 and DODI 1402.5 Background Checks on Individuals in DoD Child Care Services Programs 11 Sep 2015). A negative finding from this investigation may result in a termination of services.
- Must complete AMS approved Safe Environment Training and maintain certification.
- The coordinator must be at least 18 years of age.
- The coordinator must hold a high school diploma or GED. Estimated Weekly Labor Hours are 14 hours per week.
- Must complete and maintain AMS Religious Education certification. Certification need not be complete prior to award of the contract but must commence and be completed within the negotiated time established between the Coordinator and Government.
2.2.4 Estimated Workload Data
- Estimated weekly labor hours are 14 hours per week.
2.2.5 Management and Administration
The purpose of Management and Administration is to plan develop organize and control activities identified by the Contract Catholic Priest in consultation with the Archdiocese for the Military Services pertaining to Catholic RE. The Government reserves the right to reprioritize tasks within the existing scope of this Job description and within the contracted labor hours to meet mission requirements manpower shortages or emergent operational needs. Reprioritization may be directed by the Delta Chaplain or designated Government representative and does not constitute a change in scope or entitlement to additional compensation. The Coordinator shall remain flexible and responsive to adjusted tasking priorities when directed. Therefore the Coordinator shall:
2.2.6. Leave of Absence
Provide individual(s) to perform all tasks and functions within the PWS with at least
80% of the labor hours for this contract being performed by one (1) person annually. If replacement personnel are needed the Coordinator shall notify the Contracting Officer Contract Catholic Priest and Delta Chaplain of such replacements at least one (1) week in advance prior to the Leave of Absence. Any replacement must be coordinated and approved by the Catholic Priest and Delta Chaplain. Coordinator must give 1 month notice of substitution prior to the mass and provide an approved substitute.
2.2.7. Communication
Maintain and use an active personal e-mail address and telephone with voice mail to facilitate regular communication. Respond to all communication within twenty-four (24) hours unless otherwise coordinated with the Contract Catholic Priest. When the Contract Catholic Priest is unavailable coordination and approval authority shall default to the SBD 3 Delta Chaplain or designated Government representative. The Coordinator shall follow direction provided by the designated authority to ensure continuity of operations and timely decision-making.
2.2.8. Programs
Establish and maintain a comprehensive Catholic RE Program (under the direction and guidance of the priest Director of Religious Education (DRE)) for all military dependent and authorized personnel assigned to LAAFB with two (2) or more valid customer complaints within a six (6) month addition the Coordinator shall perform the following however the priest remains the DRE and all volunteers materials and trainings are subject to his supervision and approval:
2.2.8.1. Coordinate as the lead for the entire Catholic RE Program including all meetings special programs volunteers and the youth ministry program. RE is from pre-school through 12th grade.
2.2.8.2. Register students and maintain all statistical records including attendance records relative to the Catholic RE Program.
2.2.8.3. Provide the catechesis for sacramental preparation; First Reconciliation Confirmation and parent sessions.
2.2.8.4. Coordinate and perform weekly Sunday RE classes during 10:00 am to 12:00 pm September through June and Vacation Bible School (VBS) for one week in August. VBS will be Co-led with the Protestant RE Coordinator and conducted between the months of May and September of each year.
2.2.8.5. Oversee the youth ministry program for junior high and senior high to include ordering all educational material coordinating retreats lock-ins approved (by the Contract Catholic Priest and the SBD 3 Delta Chaplain; And if necessary by the SBD 3/CC) fund raisers field trips and recruiting/training adult moderators. RE materials are funded in accordance with DAFl52-105 Attachment 1 Chaplain Corps Resourcing.
2.2.8.6. Utilize chapel laity to accomplish a variety of tasks related to the Catholic RE Program. This will include recruiting selecting training and placing personnel to fill all volunteer positions as well as insuring qualified substitutes are readily available to assist during the absence of permanent volunteers. Develop training materials and conduct training to ensure volunteers are given opportunities to learn how to perform and execute their tasks. Training sessions and materials shall have learning outcomes that are clear specific and measurable so that they reflect what the volunteers have addition the Coordinator shall maintain training records for each volunteer that is trained. At the conclusion of each training session the Coordinator shall obtain the acknowledgement of each volunteer by having volunteers sign a Statement of Understanding (see Appendix - B). Follow the requirements as outlined in DOD Instruction 1100.21 Voluntary Services in the Department of Defense. In particular fill out Parental Consent form for minors and Volunteer Agreement.
2.2.8.7. Hold a monthly training sessions for teachers as well as plan and lead a semi annual teachers training conference.
2.2.8.8. Develop and submit an annual Chapel Tithes and Offering Fund (CTOF) budget to the Contract Catholic Priest before July 31st of each year in accordance with DAFl52-105 Chaplain Corps Resourcing. Submit CTOF funds requests using AF Form 4356 to the Contract Catholic Priest when required.
2.2.8.9. Submit a calendar of all proposed RE activities planned for the upcoming CCD year (September-August) to the Contract Catholic Priest and the SBD 3 Delta Chaplain no later than the first of June of each year.
2.2.8.10. Select and order Catholic RE material on an annual basis from sources reviewed by the Contract Catholic Priest and approved by the SBD 3 Delta Chaplain. The Government provides funds for RE materials mandated by the AMS for all military dependent and authorized personnel assigned to LA AFB. Materials needed for the Catholic RE Program beginning in 1 September shall be ordered no later than three months prior to the active RE year. Material needed for Vacation Bible School (VBS) (of the following year) shall be ordered no later than the first of April of each year. VBS materials must be approved by the SBD 3 Delta Chaplain prior to purchase.

Develop and manage a publicity program suitable for media such as community bulletins commanders access channel base newspaper and brochures/newsletters to publicize all available services related to the Catholic RE Program. All items shall be submitted to the Contract Catholic Priest for coordination and approval by the SBD 3 Delta Chaplain prior to submission to base media outlets. Catholic Ecumenical and special events shall be publicized at least two weeks prior to an event.
2.2.8.12. Maintain sufficient supply stock level to ensure the success of the Catholic RE Program. Funding for these supplies will be governed by DAFI 52-105 Attachment 1 Chaplain Corps Resourcing.
2.2.8.13. Coordinate the Catholic RE program with the SBD 3/HC staff and laity through the Catholic Advisory Council (CAC) and HC staff meetings developing goals and objectives that flow from the CAC vision goals and objectives and consistent with the SBD 3/HC vision and mission.
2.2.8.14. The Coordinator shall submit a quarterly Religious Education Program status update to the Contract Catholic Priest and SBD 3 Delta Chaplain. At a minimum the report shall include current enrollment numbers volunteer staffing levels identified issues or risks upcoming major events and resource considerations. This report supports Government situational awareness and resource planning.
