LEAP Program Description

Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Global Health Security (GHS) Advisor will support the U.S. Embassy Jakarta/Department of State (DOS) ECON Health Unit in carrying out life-saving humanitarian assistance service delivery in full alignment with the U.S. Presidential Executive Order directives. The Senior Advisor will provide technical support with special emphasis on preventing detecting and responding to infectious disease threats that impact public health.

The Senior GHS Advisor will support appropriate multi-sectoral Indonesian Government Departments and Agenciessuch as the Ministry of Health Agriculture and other relevant Ministriesin the effective adoption and implementation of life-saving interventions focused on preventing detecting and responding to infectious disease threats with public health potential including zoonotic diseases. The Senior GHS Advisor will identify programmatic bottlenecks and facilitate solutions through coordinated technical support and facilitation of USG-supported GHS activities. The Senior GHS Advisor will be based within the appropriate ministry and work with implementing partners for effective collaboration with the Ministry. The Advisor will work closely with and receive day-to-day supervision and guidance from the ministry and U.S. Embassy Jakarta/DOS ECON Health Unit points of contact at Post who will provide collaborative oversight and serve as the onsite manager and supervisor. Familiarity with U.S. DOS programs international donor mechanisms such as the Pandemic Fund and the Global Fund other USG programming and C/A/GOR experience are highly desirable as the Senior Advisor is expected to support the implementation of the GHS portfolio. The Senior Advisor will report to the U.S. Embassy Jakarta/DOS on a weekly and monthly basis.

Responsibilities

Support multi-sectoral ministries in effective delivery of USG-supported life-saving GHS activities

Support relevant ministries in effective delivery of these activities including but not limited to:

• Community-based active surveillance
• Systems capacity for detecting priority diseases/threats
• Data systems for monitoring analyzing and reporting on outbreaks and disease threats
• Infection prevention and control (IPC)
• Case management including Emergency Management and Emergency Operating Centers (EOC)
• Risk Communication and Community Engagement
• Emergency outbreak response
• Multi-sectoral coordination.

Additional responsibilities include:

• Identify and map Indonesia GHS partners and stakeholders GHS programs roles and responsibilities Government of Indonesia (GOI) GHS national and sub-national budget multi-sectoral coordination gaps and programmatic bottlenecks in alignment with national and USG priorities for effective and sustainable prevention and control of infectious diseases.
• Provide technical support and actively engage in field work to implement programmatic and response interventions at national and sub-national levels.
• Monitor the progress of GHS program implementation and provide recommendations for improvements in prevention and control of infectious diseases.
• Assist in organizing regular discussions among GHS multi-sectoral stakeholders and partners to ensure alignment of technical approaches avoid duplication of efforts facilitate smooth communication and enable timely exchange of information.
• Support appropriate multi-sectoral ministries in identifying performance gaps potential barriers and bottlenecks; provide recommendations; and facilitate consensus on targeted interventions to improve performance on key indicators attributable to:
  • Reduction in incidence and mortality for epidemic and pandemic-prone diseases
  • Strengthening systems to prevent detect and respond to infectious disease threats
  • Rapid and effective responses to infectious disease outbreaks that threaten public health
• Support the integration and coherence of USG/DOS-supported and partner-led approaches such as early detection frameworks multi-sectoral coordination surveillance community engagement and rapid response mechanisms and emergency preparedness systems.
• Foster coordination during outbreak preparedness and response ensuring effective information exchange joint situational analysis and multi-sectoral engagement among stakeholders at national and sub-national levels.

Support the implementation and expansion of best practices in multi-sectoral GHS and outbreak response nationwide for sustainability.

• Promote the dissemination of multi-sectoral GHS best practices and effective models nationwide including:
  • Prioritized joint interventions in effective community-based active surveillance
  • Strengthening systems capacity for detecting priority diseases/threats and data systems for monitoring analyzing and reporting on threats
  • Adoption of infection prevention and control (IPC) and case management best practices
  • Strengthen Emergency Management including Emergency Operating Centers (EOC)
  • Supporting relevant ministries to rapidly and accurately report infectious disease threats to appropriate national and international platform systemsuch as SIZE the International Health Regulations (IHR) and World Animal Health Information System (WAHIS)for quick responses to pandemic threats
  • Optimization of national and sub-national coordination teams (TIKORDAs) for outbreak response
• Assist relevant multi-sectoral ministries in emergency outbreak responses as needed.
• Assist relevant multi-sectoral ministries in achieving GHS-related targets including the Joint External Evaluation (JEE); IHR States Parties Self-Assessment (SPAR); and the Pandemic Fund Framework which includes reporting on the 7-1-7 target (7 days to detect 1 day to report 7 days to complete the initial response).
• Assist and provide information to U.S. Embassy Jakarta/DOS in preparing U.S. Government workplans and reports and drafting reports/presentations to fulfill GOI GHS reporting requirements.

Support relevant Ministries in effective utilization of USG-supported GHS grants and other emergency outbreak responses efforts

• Provide technical support to the implementation of USG-supported GHS lifesaving and bilateral cooperation efforts to ensure effective grant implementation alignment of donor resources and avoidance of duplication with other GHS-funded projects.
• Consult relevant stakeholders on required technical assistance.
• Develop monitoring plans and assist in monitoring the progress of USG grant implementation.
• Build targeted program monitoring and evaluation capacities of relevant ministries staff.
• Support the development and review of performance reports of GHS lifesaving activities and other emergency outbreak response efforts.
• Organize regular discussions among the relevant GHS multi-sectoral stakeholders ministries U.S. Embassy Jakarta/DOS and other donors to ensure alignment of technical approaches in the respective GHS portfolios.
• Support multi-sectoral emergency outbreak response including assisting with mobilizing resources coordination of efforts deploying field epidemiology teams (FETP/public health and FETPV/veterinarians) and technical support for multi-sectoral efforts to contain and respond to outbreaks.

Communications

• Participate in regular coordination meetings and calls with GHS multi-sectoral stakeholders U.S. Embassy Jakarta/DOS ECON Health team to review progress discuss activities and address emerging issues.
• Provide information and be available for calls and meetings with the U.S. Embassy Jakarta/DOS as requested.

REPORTING:

The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.

Qualifications

• Advanced degree (Masters or higher) in Public Health Epidemiology Medicine Veterinary Medicine Environmental Health Health Policy or a related field
• Minimum of 7 years of progressively responsible experience in global health security public health emergency preparedness and response or related fields.
• Demonstrated experience working with government ministries and international partners on multisectoral health security initiatives.
• Proven track record in designing implementing and evaluating surveillance systems for human animal and environmental health including community-based surveillance.
• Experience supporting or leading cross-sectoral initiatives and multisectoral coordination platforms.
• Experience in outbreak investigation emergency response and management of public health emergencies.
• Experience with relevant global health security frameworks.
• Experience in grant writing donor reporting and resource mobilization (e.g. Pandemic Fund Global Fund or similar).
• Strong knowledge of infectious disease epidemiology surveillance laboratory systems and infection prevention and control (IPC).
• Familiarity with digital health tools data management and information systems for surveillance and reporting.
• Ability to develop and deliver training and capacity-building programs for diverse audiences.
• Strong analytical monitoring and evaluation skills.
• Excellent communication negotiation and advocacy skills.
• Strong organizational and project management skills with the ability to manage multiple priorities and deadlines.
• Familiarity with US Government programming and reporting requirements is highly desirable.
• Fluency in written and spoken English.
• Professional proficiency in written and spoken Bahasa Indonesia.
