DCASs Division of Energy Management (DEM) leads the Citys efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40x25) 50 percent by 2030 (50x30) and 80 percent by 2050 (80x50). Additionally DEM is tasked with completing work related to the Citys other energy-related commitments such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the Citys utility accounts developing the Citys annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the Citys portfolio; and helping implement operations and maintenance best practices.
The Analyst Strategic Planning will work within DEMs Strategic Services Unit under the guidance of the Chief of Staff and in close coordination with DEMs other units. The Analyst will be charged with responsibilities including but not limited to the following:
1. Project management Proactively manage projects and workstreams that advance DEM cross-divisional priorities operationalize recommendations from the LL97 IAP and help achieve DEMs energy and emissions reduction goals. Develop and execute project plans including identifying intended outcomes convening the project team and delegating responsibilities establishing a timeline and key milestones and managing tasks and team members to achieve intended outcomes.
2. Process improvements Work across DEMs Units to identify challenges risks and opportunities for improvement. As necessary implement process improvement recommendations or fill gaps within program teams by conducting research troubleshooting specific issues and/or establishing new operating procedures.
3. Policy Analysis Provide analytical support for legislative and other policy initiatives across the city that impact energy and greenhouse gas emissions. Brief senior leadership ahead of city council hearings meetings with external stakeholders and other engagements.
4. Communications Support DEMs external communications to inform the public and agency partners of DEMs progress and challenges in meeting its decarbonization clean energy and other mandates.
5. Data analysis Perform quantitative and qualitative analysis by developing methodologies and conducting rigorous analyses using energy emissions City property and programmatic datasets. Complete self-review of analytical work before packaging clear decision-ready findings for senior leadership.
6. Compliance reporting Work with DEMs Units to comply with reporting requirements set forth by local law and executive order. Coordinate and generate reports using different datasets maintained by DEM and City agencies using different platforms and software aggregate data from multiple sources and perform QA/QC on draft reports work with DCAS offices and external partners to finalize reports draft and copy edit narrative contextualizing report contents and findings improve report production methodology and assist in improving software systems and datasets to make reporting more accurate efficient and informative to DEM and the public.
7. Relationship management Develop positive working relationships with colleagues across DEMs Units with agency partners and across city government as needed to advance DEMs mission. Communicate professionally proactively and effectively to ensure all parties have the information necessary to advance their work.
8. Deliverable production Produce outcome-focused agendas memos workbooks presentations compliance reports and other deliverables with keen attention to detail. Integrate feedback from colleagues transparently and with fidelity to ensure a high standard of quality. Clearly communicate outcomes of analysis and findings in an accurate persuasive and clear way to an audience of diverse stakeholders.
