Job Description

Johnson County Governments Department of Health and Environment (DHE) is actively recruiting for the position of Business Operations Division Director. The Business Operations Division Director is a member of the department Executive Team and serves as finance and budget director and provides strategic leadership and oversight of the departments fiscal operational and administrative functions. This role ensures financial integrity operational efficiency regulatory compliance and cross-departmental collaboration to support the departments mission and County objectives. This position will remain open until filled with the first review of candidates anticipated on March 27.

Responsibilities include:

  • Ensures integrity of the department by developing analyzing and monitoring grant and fiscal activities and budgets; provides oversight of contracts; delegates duties to assure that generally accepted accounting practices are established for all fiscal activities; monitors evaluates recommends and implements procedures regarding budgets on a monthly basis; provides management information and forecasting to other divisions; collaborates with other divisions to ensure adherence to County federal and State policies; assures highest level of revenue is generated from current activities; assures that staff participates in latest training/education relative to fiscal programs.
  • Ensures adequate support staff for DHE programs by hiring mentoring coaching and motivating qualified subordinates; provides educational opportunities for staff as necessary; ensures coordination of statistical accounting billing clinical records management and computer programs through planning implementing evaluating and modifying programs to comply with changing organizational needs.
  • Coordinates major projects by directing business operations functions; creates new tracking systems when necessary to enhance effectiveness; analyzes/revises processes on an ongoing basis to ensure completion by deadline; directs activities as needed to assure accuracy and comprehensiveness.
  • Provides operational support to the department through oversight of clinic customer service billing payroll and HR-related functions as well as fleet vehicle management.
  • Participates in providing effective computer support for the departments financial activities by analyzing evaluating recommending planning and initiating appropriate software and/or databases and making sure these are protected and backed up appropriately by department staff; ensures that security and privacy safeguards are implemented in all computer areas; develops and implements protocols to protect privacy.
  • Ensures that department and County goals are accomplished by collaborating with County and non-county agencies including but not limited to: County Managers Office Budget and Financial Planning Financial Management and Administration Human Resources Treasury Taxation & Vehicles Emergency Management Communications and Engagement city governments volunteer organizations Medical Society of Johnson and Wyandotte Counties Kansas Department of Health and Environment other health departments Metropolitan Official Health Agencies of the Kansas City Area.

Job Requirements

Minimum Requirements:

Bachelors degree in Business Administration Public Administration Accounting Finance or relevant field.
Eight (8) years of business administration public administration accounting finance experience or in a related field.

Three (3) years leading directing supervising or coordinating the work of others in business or financial operations.


Preferred Requirements:

Masters degree in Business Administration Public Administration Accounting Finance or relevant field.

Experience can substitute for education. Education can substitute for experience.

Johnson County Government requires reference/background screening for all positions. Specified criteria may vary by Department/Agency.

This position requires successful completion of a tuberculosis (TB) test as a condition of employment.
