Your Team:


The Office of Development (OOD) leads the agencys effort to create and preserve housing in collaboration with other HPD offices as well as other city state and federal agencies.

The Office of Development is composed of eight divisions that administer a range of programs:

-New Construction Finance
-Special Needs Housing
-Building and Land Development Services (BLDS)
-Homeownership Opportunities and Preservation
-Preservation Finance
-Portfolio Management and Conversions
-Housing Incentives
-Compliance and Enforcement

The Division of Preservation Finance administers multiple financing programs to improve financial and physical conditions and preserve or create affordability within privately-owned multi-family and single-family buildings. The division oversees programs utilizing low-cost loans and property tax benefits among other public incentives including the Multifamily Housing Rehabilitation Loan Program (HRP) the Participation Loan Program (PLP) the Third Party Transfer Program (TPT) Multi-Family Preservation Loan Program (MPLP) Neighborhood Pillars Program (Pillars) the Housing Preservation Opportunities Program (HPO) The Capital Partnership for Affordable Renovations Program (CPAR) the Lead Hazard Reduction and Healthy Homes Program (PPP) HUD Multifamily Program (HUD MF) Supportive Housing Preservation (SPP) and the LIHTC Portfolio Preservation (Year 15) Program.

Your Impact:

The Division of Preservation Finance seeks a Deputy Director for Supportive Housing Preservation. As Deputy Director you will work with and support the Director for Supportive Housing Preservation. The Director oversees the Divisions Supportive Preservation Housing Programs. You will assist in the management of a growing pipeline of other supportive housing preservation units and additional affordable units co-located in supportive housing buildings. This unit will also oversee the Agencys RAD conversion pipeline which is estimated to be more than 50 transactions.
Your Role:

As Deputy Director they will collaborate with the Supportive Housing Director to lead a team of Senior Project Managers Project Managers and Assistant Project Managers working on capitally funded projects in the Federally Assisted Portfolio Preservation Programs and developing a supportive services housing preservation term sheet developing preservation-specific underwriting standards for supportive services and various rental subsidy scenarios and proposing policies to address supporting housing specific issues such as assessing NYC 15/15 service funding and/or rental service. The deputy director will also track supportive housing portfolio pipeline in an efficient and timely manner to hit annual housing plan goals. This tracking includes managing and successfully deploying a budge of city fundning executing supportive housing loan or tax exemption closings completions and conversions. The deputy director is also responsible for handling administrative functions such as budget forecasting reporting and compliance requirements which are needed for successful program management.

Your Responsibilities:

As Deputy you will perform duties including but not limited to the following:
-Review development budgets pro formas and affordability analyses prepared by project management staff for accuracy and negotiated terms;
-Establish appropriate goals and targets for the Program and work with staff to achieve them;
-Prepare budget requests and manage a budget of more than $40 million in combined city funding sources;
-Track progress on an annual pipeline of roughly 40-50 preservation projects;
-Coordinate with internal and external loan servicers on construction and permanent loan servicing terms;
-Review and analyze existing mortgage notes regulatory agreements and other related documents to help determine preservation strategy;
-Act as a liaison with developers financial institutions not for profit organizations and governmental agencies to move preservation projects forward;
-Assist the Supportive Housing Preservation Director with the development and implementation of plans strategies and tools for effective program management;
-Participate in all meetings with development teams and any other meetings presentations and conferences that pertain to the Program;
-Prepare reports memoranda and written correspondence regarding Programs performance and issues;
-Perform general project management duties as needed;
-Represent the agency at community meetings and conferences as necessary;
-Coordinate policy analyses and research as it relates to management and operations of the Program;
-Special projects as requested by the Supportive Housing Preservation Director or Federally Assisted Executive Director

Preferred skills

Candidates must have strong financial analysis skills including financial modeling and financial statement analysis be detailed-oriented self-motivated be able to manage multiple projects and meet competing deadlines. You must also demonstrate strong verbal and written communication skills. Preference will be given to candidates with: a strong financial background (including underwriting experience) knowledge of affordable housing development/lending and knowledge of HPD development programs and specifically demonstrated analytical skills and ability to work effectively with others to obtain results promptly. You should possess strong facility with Excel and Word. Candidates with education and experience in Urban Planning Real Estate Finance Business/Public Administration or related fields are strongly preferred.

Please note finalists for this position must have filed for the Open Competitive Associate Housing Development Specialist exam #4122 or promotional exam #4570. In addition the position is open to applicants who are already permanent in the Associate Housing Development Specialist title or permanent in another comparable civil service title. Candidates must indicate permanent civil service title on resume.

Qualifications :

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development appraisal financing negotiation or disposition of real estate or in real estate law or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in 1 above; or

3.A satisfactory combination of education and/or experience which is equivalent to 1 or 2 above. Graduate study in the field of urban studies city planning business or public administration finance architecture engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However all candidates must have at least two years of experience as described above.
