ABOUT THE ROLE
This position is responsible for leading and managing the long-term transportation infrastructure planning program in support of the Regions Transportation Master Plan. Also responsible for prioritizing the road and rapid transit network in support of the Regions long term growth management strategy. Oversees the management and use of travel forecasting models to support near and long-term transportation infrastructure strategies and provides leadership to transportation infrastructure planning and government relations as required. Leads the prioritization of the 20-year transportation infrastructure capital program and the transportation component of the Regions Development Charges By-Law.
WHAT YOULL BE DOING
Leads the development and preparation of the Transportation Master Plan (TMP) and Master Plan Updates.
Manages the implementation of the TMP through multi-year transportation plans; supports government partnerships at divisional level in line with department objectives.
Monitors the performance of long-term transportation infrastructure plans in accordance with growth asset and financial performance targets to ensure long term needs are addressed.
Oversees implementation of all transportation capital projects as project sponsor to provide direction on major changes affecting project budgets or schedules.
Develops implements monitors and reports on prioritization models for road and rapid transit infrastructure projects.
Identifies transportation infrastructure planning program needs in response to TMP policies changing circumstances and emerging opportunities; initiates specific actions/ projects.
Initiates and oversees major transportation and transit infrastructure planning studies including hiring and managing consultants coordinating with approval agencies and consulting with partners and the public.
Reviews and provides comments on transportation infrastructure impacts of local municipal initiated: Official Plan Official Plan Amendments Secondary Plans and major development applications.
Reviews and comments on Transportation and Transit Master Plans undertaken by the province other Regions or local municipalities.
Leads technical aspects of policies developed through the TMP.
Performs other duties as assigned to meet Departmental goals and program/service objectives.
WHAT WERE LOOKING FOR
Successful completion of a University Degree in Engineering Science or Planning or related field or approved education and experience.
Minimum five (5) years demonstrated experience in transportation infrastructure planning including leading Master Plans transportation infrastructure plans Environmental Assessment studies and feasibility studies and management of transportation demand forecasting models to support long-term planning strategies including a minimum of two (2) years of direct supervisory experience.
Strong knowledge of municipal planning processes growth management strategies and transportation position papers to support Development Charges Bylaw updates.
Demonstrated knowledge of relevant Legislation Standards Acts and Regulations.
Demonstrated ability in the Regions leadership and corporate core competencies.
Ability to interpret technical data engineering drawings and technical/legal documents.
Experience in developing and implementing strategic plans and designing effective and cost-effective change management processes.
Supervisory and human resource management skills knowledge of collective agreement administration and interpretation labour relations principles and practices and relevant employment legislation.
Excellent interpersonal skills and ability to connect with a range of internal and external partners while focusing on fostering collaborative work relationships.
Strong report writing research analytical and project management skills to meet program objectives and work to tight deadlines.
Advanced skills in MS Office Suite including the use of virtual platforms.
Strong leadership to proactively engage in accessibility diversity equity and inclusion initiatives committing to and taking action to contribute to a more accessible diverse equitable and inclusive workplace.
Ability to travel to off site locations and ability to work outside regular hours as required.
