BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Philippines ranks among the worlds most disaster-prone nations with exposure to a wide range of high-intensity hazards. These hazards include typhoons floods earthquakes landslides mudslides volcanic eruptions droughts and sea level rise. Each year the archipelago which encompasses more than 7600 islands faces an average of 10 to 25 disaster events. Notably approximately 20 tropical cyclones enter the Philippine Area of Responsibility (PAR) annually with 8 to 9 making landfall and around 900 earthquakes are recorded every year.
Despite strong political commitment and sustained investments the impacts of disasters in the Philippines continue to escalate due to recurring disaster risks. Significant gaps remain in the operational readiness of responders at both national and local levels as well as in the functionality and integration of response facilities. The availability and rapid mobilization of relief items and delivery mechanisms are still limited. If these gaps are not addressed they can result in delayed responses uneven coverage that may lead to food insecurity and instability and increased human and economic costs.
To bridge these gaps the World Food Programme (WFP) is assisting the Philippine Government in establishing Multiagency Humanitarian Relief Depots. These depots are designed to strengthen national response capabilities and foster deeper collaboration on disaster response within the National Disaster Risk Reduction and Management Council. The hubs will be established in partnership with and managed by the Office of Civil Defense (OCD) the Department of Social Welfare and Development (DSWD) and the Department of Health (DOH). These depots will serve as crucial logistical nodes for prepositioning essential relief supplies.
By prepositioning tarpaulins shelter repair kits kitchen kits family food packs and hygiene kits at these depots the initiative ensures that life-saving resources are immediately available to communities impacted by natural disasters such as typhoons earthquakes and floods. This strategy not only expedites the delivery of aid but also fortifies the Philippines disaster preparedness and response framework aligning with the Governments call for a whole-of-society approach to disaster readiness.
WFP will procure and preposition critical non-food items to tackle bottlenecks that hinder the Governments timely delivery of relief during sudden disasters. Specifically WFP will procure shelter repair kits plastic sheeting and hygiene addition WFP will support the prepositioning of these supplies to strategic locations and where needed provide storage and warehouse management equipment including mobile storage units prefab offices generators pallets pallet jackets and other itemsto establish temporary storage facilities for the essential relief supplies.
ORGANIZATIONAL CONTEXT:
The post will be part of WFP Philippine Country Office operations. The post holder will report to the Head of Supply Chain or designate; and overall guidance of the Country Director or designate. The post holder is expected to drive the Multiagency Humanitarian Relief Depots procurement and support other initiatives if/when required.
Post holder will be operating in an environment where the complexity of managing procurement operations is moderate to high e.g. may include a varied range of goods and services with donor restrictions limited local suppliers and short delivery times.
JOB PUPOSE:
Lead on performand/or provide technical advice to the project procurement operations of moderate to high complexity partnering with the key functions to ensure an integrated supply chain approach to meeting the established outputs.
KEY ACCOUNTABILITIES (not all-inclusive within delegated authority):
Consolidate and analyse data from which to inform Country sourcing strategies or plan specialist procurement initiatives that support effective and cost optimising purchase decisions.
Provide oversight guidance and support with / to Country Offices with relatively straight forward procurement needs (moderate value commodities delivering programmes of a similar nature) on implementing best practice procurement policies and procedures ensuring a strategic forward purchasing approach to procurement in compliance with wider WFP policies standards and regulations.
Lead the implementation of procurement projects of moderate to high complexity or manage operational activities the Country Office (e.g. issue tenders evaluate offers and negotiate/award contracts) to ensure successful procurement non-food commodities or services.
Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.
Identify develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximise the value of the service delivered.
Work in close collaboration with cross functional counterparts to align procurement activities and promote an integrated supply-chain approach to project outputs.
Coordinate and prepare accurate and timely reports of procurement activities to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders leading to performance optimization.
Work in close collaboration with the extended Procurement team ensuring appropriate development and enable high performance.
DELIVERABLES AT THE END OF THE CONTRACT (not all inclusive):
ProjectTailored Vendor Mapping and Registration: The Project Procurement Officer will ensure that all required suppliers for the project are fully vetted registered and ready for contracting. This includes:
Identifying and prescreening suppliers (local and international) capable of delivering NFIs and emergency logistics equipment within short delivery windows.
Compiling complete vendor registration dossiers including legal financial and compliance documentation.
Conducting risk and eligibility assessments and recommending supplier inclusion conditional approval or rejection.
Ensuring all approved suppliers are activated in WFPs vendor master systems ahead of procurement activities.
Providing vendor readiness briefings to ensure compliance with quality standards surge delivery expectations and ethical procurement requirements.
Establishment of LongTerm Agreements (LTAs) for Project Categories: The Project Procurement Officer will lead the endtoend process of establishing LTAs for goods and services required for the Project. This includes:
Conducting comprehensive market analysis and supplier mapping for shelter repair kits plastic sheeting hygiene kits mobile storage units prefab offices generators pallets and related services.
Developing and issuing solicitation documents with technical specifications aligned with Government standards (OCD DSWD DOH) and/or donor requirements.
Managing the full competitive procurement process including evaluation PCC submission and award recommendations.
Finalizing LTAs covering commercial terms delivery timelines calloff conditions and renewal provisions.
Preparing an LTA Activation Guidance Note to ensure rapid mobilization during suddenonset disasters.
Delivery In Full and On Time (DIFOT) of Project Goods and/or Services: The Project Procurement Officer will ensure that all contracted items required for the project are delivered in full on time and in compliance with quality and standards. This includes:
Maintaining a DIFOT tracking dashboard monitoring ordered vs. delivered quantities planned vs. actual delivery dates lead times and supplier performance.
Overseeing inspection and acceptance processes including GRNs quality assurance reports nonconformance followups and acceptance certificates.
Conducting supplier delivery performance evaluations focusing on timeliness completeness responsiveness and adherence to requirements.
Managing a delivery exception log with rootcause analysis and corrective actions for delays caused by supplier capacity logistics issues weather constraints or regulatory bottlenecks.
Producing a final DIFOT Completion Report documenting delivery performance lessons learned and recommendations for future procurement cycles.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Advanced University degree in Economics Commerce Business Administration Engineering Legal or Accounting or other relevant field or First University degree with additional years of related work experience and/or training/courses.
Experience:
Experience communicating and coordinating with UN and/or Government agencies/ large international conglomerates from multiple geographies.
Experience working with commodity markets (incl. experience with freight markets) as well as goods and services needed in support of WFPs Operations and its related market intelligence.
Experience working with vendors.
Has experience with budgeting pipelines and related issues in WFP Corporate Systems.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or Portuguese (a WFP working language).
National Professional: Fluency (level C) in English language and the duty stations language if different.
