We are seeking qualified candidates for Senior Monitoring Evaluation and Learning Officer Global Health Securitybased in Asia Pacific Hub in Bangkok Thailand and is open to Thai nationals.

The Senior Monitoring Evaluation and Learning Officer will support the U.S. Governmentfunded project of Global Health Security managed by FHI 360.

Global Health Security (GHS) Thailand & Regional enhances Thailands role as a frontline public health hub. The project supports stronger border health systems rapid response capacities emergency operations and risk communication to help detect and contain outbreaks quickly. Regionally it contributes to Thailands leadership in ASEAN health security coordination.

The Senior Monitoring Evaluation and Learning Officer GHS will provide technical and operational support to ensure high-quality and timely implementation of program activities aligned with national systems and donor requirements.

JOB SUMMARY:

The Senior Monitoring Evaluation and Learning Officer GHS provides technical support for the planning implementation coordination and monitoring of Global Health Security activities. The position supports adaptation and application of technical strategies tools SOPs and protocols; coordinates with government and technical partners; and contributes to technical quality assurance reporting and knowledge products.

DUTIES AND KEY RESPONSIBILITIES:

  • Supports design development planning implementation of and reporting against GHS AMELP.

  • Supports the development of project technical reports ensuring data validity quality accuracyand compliance.

  • Develops operationalizes implements and manages MEL systems tools and procedures to collect collate analyze interpret and use data thatdemonstrateimpact and Activity accountability and progress.

  • Tracks GHS progress against MEL indicators and targets to ensure consistent and systematic tracking and reporting.

  • Ensures that relevantMEL plans integratehigh-quality quantitative and qualitative methods and participatory methodologies tomonitorproject quality for performance and results.

  • AssessessubcontractorsMEL-related dataandreportingefforts to verify quality.

  • Manages in-country relationships with national regional and local government counterparts and multisectoral partners in the MEL space;identifiestechnical support needed to fulfill national global health security and MELobjectives.

  • Supportsthe development of country-specific MEL plans and budgets aligned with GHS goals and ensuring compliance with donor and organizational policies and procedures.

  • Performs other duties as assigned.

Applied Knowledge & Skills:

  • Comprehensive knowledge of and experience with mechanismsin the area ofnational and international MEL practices.

  • Development of scope of work and deliverables for partners consultants etc.

  • Broader knowledge of quality standards.

  • Proficiencywith database management software andon-linesearch toolsrequired.

  • Hassensitivity to cultural diversity and understanding of the political contextual and ethical issues in assigned areas.

  • Articulate professional and able to communicate in a clear positive manner with clients and staff.

  • Must be able to read write and speak fluent English.

  • Excellent organizational and analytical skills. Excellent anddemonstratedproject management skills.

  • Ability to influence and collaborate with others.

  • Demonstratedproficiencywith using Microsoft Office Suiterequired.

  • Ability to analyze and interpret dataidentifyerrors and prepare reports.

  • Ability to solve problems and implement corrective action as needed.

Education:

  • Masters Degree orits InternationalEquivalent inPublic Health Epidemiology Biostatistics Data Science Statistics EnvironmentalHealthora relatedfield.

  • Project Management (PM) Certification preferred.

Experience:

  • Typically requires6 years of relevant experienceindata managementandMEL systems implementing MELsystemsfor public health programs preferred.

  • Demonstratedexpertiseand skills in quantitative and qualitative methods for routine monitoring assessment evaluation or learning.

  • Technical skills in data processing and analysis using statistical software (e.g. SPSS Stata R Python SAS Epi Info TableauPowerBIetc.)and MS Excel with experience applying data to disease surveillance risk assessment monitoring and evaluation or public health decision-making are an added advantage.

  • Writing skills for qualitative data success stories best practices and other documentations is required.

  • Comprehensive knowledge of theories concepts and practices inMEL.

  • Priorwork experience in a non-governmental organization (NGO) government agency international organizations or private organizations.

  • International ordomestic(US)program developmentorprogrammanagement experience preferred.

Supervision Given/Received:

  • May supervisejunior-levelstaff

  • Reports to the Associate Director - GHS

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking atcomputerscreenand doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

Technology to be Used:

  • Laptop Microsoft applications (i.e. Office 365 SharePoint Zoom/Teams) cell phone/mobile technology and standard office equipment.

Travel Requirements:

  • Approximately 30%
