We are currently seeking qualified candidates for the position of Programme Manager (Grants and Impact) for the FCDO-funded ASEAN-UK Health Security Partnership Programme (HSP). This position will be based in Bangkok Thailand.

Project Objective:

The ASEAN-UK Health Security Partnership Programme () is working to help reduce the health social and economic impacts of health emergencies in ASEAN. HSP programme interventions contribute to three priority outcomes in the ASEAN region:

  • Strengthened preparedness and response to health emergencies;

  • Improved health system resilience and equitable access to care; and

  • Better understanding and improved action to address the health impacts of climate change.

Through its grant funding and other support to the region HSP is supporting:

  • The mobilisation of a One Health approach;

  • The strengthening of health systems recognising the centrality of health systems to delivering both Universal Health Coverage and enhanced Health Security;

  • The advancement of health equity in the region; and

  • A demand-led and adaptive approach that supports the implementation of ASEANs health priorities through a competitive grant making modality.

Position Description:

Supporting the HSP project team and reporting to the Grants and Impact Lead the Programme Manager (Grants and Impact) is responsible for managing projects related to the delivery of the ASEAN-UK HSP grant mechanism as well as monitoring and coordination of grantees. They will manage aspects ofthe implementation ofthe ASEAN-UK HSP programme and grants management system as well as support deployment and use of HSPs technical resource pool. The role holder will contribute to the objectives of the Grants and Impact Lead and more broadly the HSP team as a whole. Specifically the Programme Manager (Grants and Impact) will:

  • Promote coordinate and produce HSP-related virtual and in-person events including grants-related awareness activities demand generation programmes and start up and onboarding training sessions;

  • Assist with the monitoring of grants at contractual and programmatic levels working alongside the programme technical MEL and communications teams;

  • Support TA Hub experts to effectively serve on the HSP Technical Consultation Group (TCG) and deploy as programmatic experts to support grantees;

  • Organise analyse and report on grant expressions of interest and applications to ensure quality portfolio development;

  • Coordinate as needed with HSP MEL partners to implement the programme MEL strategy and support grantees to manage their MEL requirements;

  • Support the core team with the issuance of EOIs and RFAs for grants and peer exchange programmes;

  • Ensure that all aspects of HSP grant management are fully compliant with both FHI 360 and UK Government codes of conduct and good practice;

  • Manage logistics planning coordination and other ad-hoc activities as needed;

  • Undertake ad-hoc troubleshooting assistance as required;

  • Provide capacity building support in the application process to potential grantees / applicants;

  • Provide capacity building support in the implementation of grants grantees as needed.

  • Support efforts to identify manage and monitor strategic and operational risks associated with grant processes and disbursements;

  • Support efforts to oversee the monitoring of project expenditures preparation of budget analytic documents and expenditure forecasts grant amendments the preparation of financial reports and support for project internal and external audits;

  • Undertake regional travel within ASEAN Member States & Timor Leste to support/mentor/troubleshoot and/or to conduct the implementation of grant activities with country teams or project partners where necessary;and

  • Project documentation filing and storage.

Minimum Qualifications:

  • A Bachelors degree in Public Health International Development International Relations Public Administration Global Health Health Systems Development Finance or a related field.

  • Demonstrable training or professional experience in grants management programme management capacity support and training monitoring and evaluation or compliance within development programmes.

Minimum Professional Experience:

  • At least 6 years of relevant professional experience in international development grant management or programme management.

  • Minimum 3 years experience managing donor-funded programmes preferably funded by the Foreign Commonwealth & Development Office (FCDO) or similar bilateral/multilateral donors (e.g. USAID DFAT UN agencies World Bank).

  • Demonstrated experience managing the end-to-end grant lifecycle including:

    • Development and issuance of EOIs/RFAs

    • Technical and compliance screening

    • Contracting and due diligence

    • Grant monitoring and reporting

    • Budget review and financial oversight

  • Proven experience organising and coordinating regional workshops consultations or capacity-building events (virtual and in-person).

  • Experience working in or with ASEAN Member States and understanding of regional institutional dynamics.

Preferred Experience:

  • Experience working on health security One Health climate and health or health systems strengthening programmes.

  • Familiarity with ASEAN regional mechanisms and engagement with the ASEAN Secretariat or ASEAN technical bodies.

  • Experience supporting complex multi-country portfolios with dispersed delivery teams.

  • Previous experience deploying or coordinating technical assistance pools or expert rosters.

  • Experience working in Initiative for ASEAN Integration (IAI) countries (Myanmar Lao PDR Viet Nam Cambodia Timor-Leste) and supporting capacity-constrained institutions.

  • Familiarity with UK Government programme delivery standards including Managing Public Money risk frameworks and Value for Money (VfM) principles.

Skills and Competencies:

  • Strong financial and compliance acumen including review of budgets and financial reports.

  • Ability to identify assess and mitigate programme risks proactively.

  • Strong analytical skills and ability to synthesise complex grant documentation.

  • Excellent written and verbal communication skills in English.

  • High level of organisational skills and attention to detail.

  • Ability to work independently in a fast-paced adaptive programme environment.

  • Strong interpersonal and cross-cultural communication skills.

Willingness and ability to undertake regional travel within ASEAN.
