The City of Jacksonville Public Works Department is actively seeking Professional Engineers to manage the delivery of capital improvement projects with the objective of improving the quality of life for our citizens.

This is professional work at the lead worker level serving as the Citys Project Manager overseeing the delivery of multiple infrastructure projects. Work includes authorizing and monitoring the work of engineering consultants engaged in the design of Capital Improvement projects. Responsibilities include the management of several projects simultaneously in various phases of development including scope preparationconsultant selection design management permitting cost estimating right-of-way acquisition and preparation of construction documents. The work requires a seasoned understanding and application of the theories principles and practices of engineering usually gained through degree granting schools or equivalent experience supplemented by substantial work experience. Contacts with others require skills in understanding and influencing people which are important in coordinating studies and projects with outside parties resolving complaints and enforcing regulations. The work is covered by clearly defined policies and principles involving a variety of differing situations requiring the Project Manager to exercise initiative and independent professional judgment in the application of the principles and practices of engineering to direct studies design and construction and in the administration of assigned projects. Work is performed in an office environment with periodic field visits to project sites. Travel is primarily local during the business day. Physical demands are minimal. Operates a motor vehicle and standard office equipment. The work is performed under administrative direction subject to operating plans objectives functional policies and precedents and is reviewed in terms of feasibility compatibility with other work projects and effectiveness in meeting requirements or expected results.

Examples of Work

Project Planning and Development:

  • Leads the conceptualization design and planning of capital infrastructure projects.
  • Develops project scopes schedules budgets and cost estimated.
  • Oversees technical studies site assessments and environmental analyses.
  • Coordinates with government agencies internal clients and stakeholders to determine project requirements and obtain necessary approvals.


Project Execution and Management:

  • Manages the project life cycle including initiation planning execution monitoring and closing phases.
  • Ensures that projects are executed in accordance with approved technical requirements project objectives standards and timelines.
  • Prepares and submits technical and financial reports for internal and external stakeholders.
  • Ensures thorough documentation of all project stages and maintains detailed project records.
  • Establishes and implements risk management strategies to address potential project challenges.
  • Conducts regular progress meetings with project teams agencies and stakeholders to update on project status.

Technical Oversight:

  • Reviews engineering drawings calculations and specifications for compliance with regulations and best practices.
  • Provides guidance and leadership regarding engineering aspects within the Engineers area of practice. Examples include roadway and drainage design structural design geotechnical assessments hydrological studies and construction methods.
  • Ensures all projects comply with local state and federal regulations including environmental permitting and safety standards.
  • Maintains up-to-date knowledge of relevant codes standards and environmental guidelines.
  • Ensures quality assurance and control procedures are adhered to.


Financial Management:

  • Manage project budgets and provide financial oversight.
  • Approves expenditures tracks costs and approves invoices and progress reports.
  • Identifies opportunities for cost savings and implements cost-effective solutions.
  • Performs related duties as required.

Knowledge Skills and Abilities

  • Knowledge of the theories principles and practices of engineering design construction production and/or operations.
  • Skill in monitoring project schedules and coordinating phases of design.
  • Skill in reviewing analyzing and negotiating scopes of service contracts and fee proposals.
  • Ability to comprehend and apply engineering scientific and technical principles and methods to plan formulate review and develop analyses reports and programs.
  • Ability to manage multiple priorities and coordinate timely decisions in order to keep projects on schedule and within budget.
  • Ability to work with the public consultants internal and external stakeholders government officials and regulatory agencies to maintain effective working relationships.
  • Ability to communicate effectively both verbally and in writing
  • Ability to make presentations.
  • Ability to operate a computer utilizing word processing spreadsheet and engineering design applications.
  • Ability to operate a motor vehicle.

Open Requirements/Supplemental Information

  • Registration as a Professional Engineer.

  • Experience working on public sector or government-funded infrastructure projects - preferred.

LICENSING/CERTIFICATION/REGISTRATION:

  • Must be a Registered Professional Engineer in the State of Florida or if registered as a Professional Engineer in another state must secure Florida registration within one (1)year of appointment.

  • A valid drivers license is required prior to appointment and must be maintained during employment in this class.

  • Must quality for prior to appointment obtain and maintain during employment a City of Jacksonville Public Driver Certification.

OTHER REQUIREMENTS:

  • The probationary period for this class is six (6) months.
