The Office of Central Processing (OCP) is a collaborative effort between the Human Resources Administration other New York City State and Federal agencies and private sector businesses such as utility companies which supply services to temporary assistance participants. By centrally processing projects at OCP the job centers are assisted towards their goal of obtaining financial independence for all participants.
Last year OCP processed 133190 forms and documents received and requested by but not limited to the following entities: the New York City Housing Authority (NYCHA) Department of Homeless Services (DHS) utility companies (Con Edison Brooklyn Gas & Electric) Housing Preservation and Development (HPD) Social Security Administration (SSA) Office of Child Support Enforcement (OCSE) Heating Energy Assistance Program (HEAP) and the United Stated Postal Service (USPS).
Under general direction of the Operations Manager with latitude for the exercise of independent judgment the Assistant Manager manages a unit designed to accommodate several large-scale projects affecting the workflow and case management and case determinations of Centers within the agency.
Family Independence Administrations Office of Central Processing (OCP) is recruiting for one (1) Principal Administrative Associate III to function as an Assistant Manager who will:
- Supervise Operations Supervisors who are responsible for implementing large scale projects relating to various programs such as the Utility program Rent Arrears Program and OCSE.
- Organize work and assign staff to meet tight deadline schedules. Train and reassign staff to meet tight deadlines.
- Assess staffing requirements necessary to complete the implementation plan on schedule and assist in the hiring of temporary and new office staff. Direct Operations Supervisory staff in the duties required by the project plan. Recommend programmatic changes and prepare corrective action plans when necessary.
- Provide proper interpretation and application of both agency and departmental policies and procedures ensuring that determinations are consistent with procedures and comply with State and City regulations.
- Supervise basic office management functions such as timekeeping serving as security liaison and management liaison to ensure that site can function efficiently.
- Ensure that projects are completed correctly and that benefits due to clients are issued correctly. Also ensure that agency recoupment of overpayments is done accurately and in a timely manner.
- Act as liaison between the Office of Central Processing and Job Centers Food Stamp Centers and other city and state agencies.

Qualifications :
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
3. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
