Job Summary

The Bureau of Revenue within the Division of Finance is seeking to hire an Assistant Director of Patient Billing. The Finance Division at DOHMH has central responsibility and authority for all the finance contracting procurement payroll and revenue functions of the nations largest local health department. DOHMH has approximately 7000 employees and serves the nations largest city of 8.8 million New Yorkers.

Position Summary:
Reporting to the Director of patient billing you will be assigned to supervise daily billing and accounting operation with a talented team of health insurance billers within the patient billing unit.

Job Duties and Responsibilities:
Directly reports to the director of patient billing.
Oversee daily billing and collection activities for all (Article 28/36) and all other services provided by DOHMH.
Identify and report all clinical documentation or billing inaccuracy to the director of patient billing.
Report directly to the director on all issues related to a potential claim audit risk(s).
Provide support and billing guidance and recommendations for claim resolution to billing team.
Validates timeliness and performance of claim processing in the billing unit to maximize revenue.
Run monthly accounting analysis reports to identify claim processing and payment trends across all third-party health payers.
Perform basic task of provider credentialing and managed care health plan network contracting.
Meet regularly with team members to provide guidance and resolve any potential issues.
Complete and discuss annual Task and Standards and Performance Evaluations with team members.
Ability to communicate effectively with staff and other stakeholders across the agency.
Document trends results and present findings in an organized manner. Ability to communicate effectively with staff and other stakeholders across the agency.

PREFERRED SKILLS:
-3-5 Years of supervisory experience in the healthcare industry required.

-Experience with Article 28 31 and 36 clinics billing Preferred.

-Extensive knowledge of CPT-4 HCPCS ICD-10 coding principles (CPC) Certification preferred.

-Working knowledge of medical terminology anatomy and physiology preferred

-Working Knowledge and experience billing Medicare/Medicaid and other third-party health payers preferred.

-Prior billing experience in DT & C FQHC or Ambulatory Patient services areas plus.

-Knowledge and experience with provider credentialing process using PECOS and other systems a plus.

-Knowledge of insurance verification and MCO authorization process preferred.

-Advanced proficiency in Microsoft Word and Excel required.

-Ability to multi-task and perform accounting computations is required.

-Extensive knowledge of accounting and auditing experience are required.

-Strong analytical and detailed oriented skills preferred.

-Must be a team player.

Qualifications :

1. A baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) including or supplemented by 24 semester credits in accounting including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have in addition to meeting the minimum requirements at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
