Purpose of Classification:
The purpose of this classification is lead countywide energy and sustainability initiatives by developing and implementing efficiency programs overseeing compliance and performance data and guiding energy-related capital planning to reduce costs and advance the countys climate and resiliency goals.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar related or a logical assignment for this classification. Other duties may be required and assigned.
Leads and guides the countys energy strategic planning goals; develops and oversees countywide energy management strategies and policies; identifies opportunities for energy conservation renewable energy adoption and operational cost reduction; and leads development of the County Energy Resiliency Strategic Plan including EV charging infrastructure solar battery storage and related solutions.
Implements energy program implementation; manages or participates in cross-departmental green teams to identify and implement energy-saving initiatives; implements strategic plans and policies; develops budgets approves expenditures negotiates contracts and oversees vendor performance; manages energy audits of county facilities infrastructure and utility systems; coordinates retrofits upgrades and efficiency projects across county-owned or managed properties; and oversees planning and execution of renewable energy projects including solar installations EV infrastructure and green building initiatives.
Provides program monitoring and reporting; tracks energy usage costs and savings using energy management software; prepares regular reports for county leadership on progress toward sustainability goals; ensures compliance with local state and federal energy regulations; and tracks and updates the countys greenhouse gas inventory and benchmarking reports.
Engages with stakeholders; collaborates with County departments schools utilities nonprofits and community partners to promote energy awareness; builds and maintains external partnerships with organizations supporting energy efficiency and sustainability; provides training and guidance to staff on energy-efficient practices; and represents the county in regional and national sustainability forums.
Prepares funding strategies; identifies pursues and manages grants and incentive programs supporting energy efficiency resilience and renewable energy projects; prepares proposals budgets and supporting documentation for federal state and utility-based funding opportunities; and coordinates reporting documentation and compliance requirements for grant-funded projects.
Minimum Qualifications:
Bachelors degree in Engineering Environmental Science Energy Management or related field (Masters degree preferred); five years of experience in energy management facilities management or sustainability programs; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this classification.
Specific License or Certification Required:CEM (Certified Energy Manager) LEED Accreditation or equivalent preferred. Must possess and maintain a valid Georgia drivers license.
