SUMMARY
Reporting to the Administrator for Site and Asset Management the Manager of Property Excellence is responsible for maintaining high quality standards at all 10 DSHA properties including supervision of DSHAs site maintenance and custodial staff. The Manager of Property Excellence will develop enforce and refine standards for DSHA maintenance and custodial performance driving key indicators of DSHAs overall performance (including but not limited to prompt work order completion efficient unit turn times and high occupancy) by deploying resources effectively and efficiently. The Manager of Property Excellence will have both technical expertise and strong managerial skills that allow them to lead regular maintenance and custodial work across sites and drive strategic decision-making and budgeting related to sites physical and technical needs. They will provide hands-on training support and supervision and help evaluate and address complex needs at individual sites and across the portfolio.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Supervises on-site maintenance technicians and custodians who collectively serve 10 properties and scattered sites across Sussex and Kent Counties.
Deploys DSHA maintenance technicians and custodians for work orders other short-term tasks and larger projects on a weekly basis and as needed.
Oversees complex maintenance and construction requests on site assessing technical needs and associated costs while supporting technical staff.
Develops and provides training to maintenance technicians and custodians to help grow skillsets for basic maintenance and ensure high levels of performance and consistent prompt and high-quality maintenance across all DSHA properties.
Coordinates with DSHA procurement and outside vendors and contractors for specialized maintenance work working with the Administrator and asset managers.
Ensures DSHA housing units are prepared for inspection and move-in deploying resources as needed to turn units as quickly and efficiently as possible to align with the Divisions key performance metrics for unit management.
Works with Administrator and Director of PHA to address deficiencies discovered during self-inspections quality control inspections and official HUD inspections and develop plans to prevent repeated mistakes and oversights going forward.
Develops in-depth knowledge of each of DSHAs sites to effectively improve their condition maintain quality and anticipate future capital investments for the agency to consider.
Assures adherence to quality/inspections standards (local state and federal) health and safety requirements compliance requirements and DSHA policies and procedures.
Reviews and oversees maintenance budgets to ensure the most efficient use of resources.
Maintains detailed records for all maintenance and repair work.
Continually advances staff skill sets and technical knowledge to be able to support all DSHAs housing communities needs.
Report to the Administrator of the Site and Asset Management Division as part of the SAM management team.
Responsible for approving maintenance and custodial-related expenditures.
This role requires after-hours availability for maintenance emergencies to properly deploy staff and resolve those matters promptly.
While this job is based in Dover DE frequent travel across DSHA housing sites in Sussex and Kent Counties is expected on a regular basis and as needed.
Performs other related duties as assigned.
JOB RESPONSIBILITES
- Knowledge of the general operations and procedures of DSHA HUD Federal and State programs and properties.
- Ability to orient other employees and to explain organizational policies rules regulations and procedures.
- Remain aware of relevant best practices engage with housing industry groups and events and address professional development needs for the Division.
- Responsible for approving site-related expenditures under $25000.
- This role requires after-hours availability for maintenance emergencies to properly deploy staff and resolve those matters promptly.
- Knowledge of U.S. Department of Housing and Urban Developments (HUDs) housing programs.
- Strong oral and written communication skills.
- Ability to work independently and stay up to date on relevant topics.
- Ability to address emergent issues quickly either using existing knowledge/skills or learning new concepts well enough to be able to offer direction to staff.
- Proficiency in using property management software; must demonstrate ability to learn DSHAs software Yardi upon hire to a high level of proficiency.
- Ability to analyze information and develop recommendations to leadership about maintenance needs across the portfolio and at individual sites.
MINIMUM QUALIFICATIONS
At least 10 years of professional work experience in fields relevant to the duties of this role including at least 3 years of experience supervising maintenance custodial or other technical staff.
Experience as a maintenance supervisor or similar role with strong management requirements.
Strong technical knowledge of building systems that this position would oversee electrical plumbing HVAC construction etc.
Knowledge of health and safety practices and regulations pertinent to affordable housing in DSHAs portfolio.
Strong communication skills expected of a high-performing manager leading a team of geographically disbursed team.
Holds a current U.S. Drivers License and can drive to all DSHA housing sites when needed.
Strong computer skills (e.g. MS Word Excel PowerPoint Outlook and including property management software).
