Salary:
At EUSSD compensation is determined through a comprehensive approach that considers candidate qualifications role responsibilities market benchmarks and organizational needs. Pay may vary by location with potential eligibility for bonuses or commission depending on the role.

Summary:

The Operations EOD Officer is responsible for managing and overseeing the safe and effective operations of explosive testing and range activities. This role ensures compliance with all applicable safety regulations supervises personnel and provides technical leadership in the handling storage and fielding of explosive materials and ballistic systems. The Operations EOD Officer will also serve as a key liaison for hazard classification and regulatory interpretation related to experimental explosives.

Primary Responsibilities:

  • Supervise and train personnel involved in explosive test site operations.
  • Lead and manage explosive fielding operations across multiple test sites.
  • Plan develop and integrate EOD operations for all types of contingency operations.
  • Advise integrate and execute the safe operations of explosive ordnance disposal functions stemming from threats posed by unexploded ordnance (UXO)
  • Ensure strict compliance with federal state and DoD safety regulations including OSHA and HAZWOPER standards.
  • Interpret and apply explosives safety regulations.
  • Provide technical safety instruction to employees and supervisors on explosives handling hazardous materials storage and range safety.
  • Maintain and enforce range safety protocols and standard operating procedures.
  • Conduct risk assessments and implement mitigation strategies for explosive operations.
  • Oversee the inspection storage inventory and transportation of explosive materials.
  • Coordinate with regulatory bodies and internal stakeholders to ensure operational safety and efficiency.
  • Maintain qualifications and certifications for operating forklifts and other vehicles used in explosive operations.
  • Assist EOD Manager in MEC and MPPEH determinations
  • Assist EOD Manager in MD processing.

Minimum Qualifications:

  • High school diploma or equivalent.
  • Graduate of U.S. Naval School Explosive Ordnance Disposal (NAVSCOLEOD) Phase II.
  • Certified EOD Team Leader.
  • TP-18 UXOSO/UXOQCS Qualified.
  • Minimum 5 years of experience managing an explosive test range as a Range Safety Officer.
  • Strong leadership communication and organizational skills.
  • Ability to work in high-risk environments and make rapid decisions under pressure.
  • This is an onsite position in a lab

Preferred Qualifications:

  • OSHA 30-Hour Construction Safety Certification (preferred).
  • 40-hour HAZWOPER Certification with current 8-hour refresher (preferred).
  • Active Secret Clearance (preferred)
  • Forklift certification (up to 10k capacity) and ability to operate other required vehicles.
  • 8 years of experience managing an explosive test range as a Range Safety Officer (preferred).

Knowledge and Skills:

  • Deep understanding of military and commercial explosives
  • Skilled in executing highrisk operations complex or uncertain environments.
  • Ability to provide expert guidance to Sr EHS & EOD Manager General Manager security personnel and Department Managers regarding explosive hazards and mitigation strategies.
  • Ability to recognize assess and classify various explosive threats.
  • Expertise in neutralizing explosives using specialized tools controlled detonation and manual techniques.
  • Conducts detailed threat analyses site surveys and risk evaluations to ensure safety.
  • Skilled in controlled demolitions ordnance disposal range clearance and safe handling of munitions.
  • Knowledge of protective procedures and protocols related to hazardous materials and contamination risks.
  • Capable of responding to emergencies under pressure making rapid decisions and coordinating with fire medical and law enforcement agencies as needed.
  • Collects analyzes and reports technical information from explosive devices to support test site operations.
  • Applies strict adherence to federal safety guidelines and standardized ordnance disposal practices.
  • Ability to prepare and deliver clear concise briefings to senior leaders crossfunctional teams and external stakeholders.
  • Ability to conduct training on ordnance recognition safety and disposal procedures.
  • Maintains the physical readiness and mental resilience necessary for demanding operational environments.

Physical Requirements:

While performing the duties of this job the employee is occasionally required to stand; walk; sit; climb stairs; balance; stoop; kneel; crouch or crawl; talk or hear; taste or smell. The employee may occasionally lift and/or move up to 25 pounds.
