Description

The Third Judicial District of the Minnesota Judicial Branch is seeking a collaborative strategic leader to serve as Court Administrator II in Winona County.

This position serves as the administrative head of District Court operations in Winona County and is responsible for the overall management of court administration staff supervision budget oversight and operational excellence.

Winona County has two chambered judges. The Court Administrator is appointed by the District Bench and is supervised by the Judicial District Administrator. Work is performed with a great deal of independence.

EXAMPLE OF DUTIES

Provide direction and guidance to supervisor regarding prioritization of work and the hiring training and coaching of team members.
Manage all aspects of case flow toensure that cases move through the system effectively. Ensure that all documents filedwith the court are processed timely and accurately. Coordinate between courtdepartments and justice partners to ensure that cases are scheduled efficiently.
Collaborate with judicial officers to manage judicial scheduling to ensure the efficientallocation of judicial resources compliance with statutory hearing timelines and to ensureeffective case management.
Manage the financial aspects of court operations including collecting receiving andaccounting for funds fees fines bonds and escrow funds and tracking financial reports detailing court financial management. Comply with all fiscal riskmanagement and audit policies and procedures.
Provide input to the District on the development of the Court budget.
Plan design and oversee courtroom and office space. Collaborate with County partners to ensure appropriate maintenance and security.
May oversee technology upgrades or pilot technology initiatives.
Manage the retention storage accessibility and purging of court records ensuringcompliance with Minnesota Judicial Branch policies and procedures and other statutory requirements.
Work with local Court and District leadership to develop and implement new Courtoperational policies and procedures in response to changes in the law Court rules orregulations. Evaluate current local Court and District policies and procedures foreffectiveness and draft recommendations for improvements when appropriate.
Represent the Court in various committees task forces and work groups at the District andCounty and state-wide level. Act as the public face of the Court to the news media citizenorganizations and other entities interested in the Court.

TYPICAL QUALIFICATIONS:

Minimum Knowledge Skills and Abilities:

Knowledge of judicial branch human resources policies and procedures union contractsand effective supervisory and management techniques.
Knowledge of the judicial branch organizational structure operations and the scope ofauthority of the district court.
Knowledge of procedures and policies legal documents laws and rules pertaining to theoperation of the district court and the administration of justice.
Knowledge of court financial management and audit policies and procedures.
Knowledge of laws rules regulations policies and procedures guiding records managementand retention.
Knowledge of various technology and information systems used in the court.
Skill to effectively communicate thoughts ideas and messages to diverse individuals in oraland written form.
Skill in managing employee performance and in providing constructive positive andcorrective feedback.
Skill in project management.
Ability to manage multiple projects or work streams simultaneously and ensure that work iscompleted in a timely manner.
Ability to develop and maintain effective and collaborative working relationships withjudicial officers justice partners colleagues staff and the public.
Ability to manage conflict.
Ability to solve complex problems and make decisions efficiently and effectively

Minimum education and experience: Any combination of training and work experience which indicates possession of the knowledge abilities and skills listed above. An example of an acceptable qualification for this position is:

  • Five (5) years of relevant work experience in a court or other legal environment such as processing various case types filing and recordkeeping completing court administrative duties.
  • Three (3) years of supervisory experience.
  • Two (2) years of study at an accredited college or university in business public
    administration court administration or related field

SUPPLEMENTAL INFORMATION:

Salary Range

The full salary range for this position is $40.08-$62.14 per hour ($83687-$129748 annually). This position is exempt under the Fair Labor Standards Act and is eligible for State of Minnesota employee benefits.
