Job Summary

Job Title: Executive Director of Business Management and Human Resources
Reports To: Superintendent
FLSA Status: Exempt
Contract Length: 206 Salary Negotiable

Primary Purpose

Provide strategic leadership oversight and management of the districts business operations financial systems and human resources functions to ensure organizational effectiveness fiscal responsibility legal compliance and alignment with district goals. This role ensures that operational systems support student achievement staff success and long-term district sustainability.

Qualifications

Education/Certification

  • Masters degree in Business Administration Finance Human Resources Public Administration or related field (Doctorate preferred)

  • Certification in school business management HR or finance (preferred)

Experience

  • Minimum 5 years of leadership experience in education business finance HR or operations

  • Experience supervising multiple departments and managing budgets

  • Experience in public sector or education environment preferred

Special Knowledge/Skills

  • Knowledge of school finance budgeting accounting principles payroll purchasing and audit processes

  • Understanding of HR law employment practices and personnel management

  • Strong leadership organizational and problem-solving skills

  • Ability to analyze complex data and present findings clearly

  • Excellent communication and interpersonal skills

Major Responsibilities and Duties

Leadership & Strategy

  • Serve as a key member of the superintendents cabinet to support strategic planning and district decision-making.

  • Develop and implement systems that improve operational efficiency and organizational effectiveness.

  • Ensure alignment of business and HR practices with district goals policies and legal requirements.

  • Provide leadership that promotes a culture of accountability professionalism and continuous improvement.

Financial Management

  • Oversee preparation and administration of the district budget.

  • Monitor revenues expenditures and financial forecasts.

  • Ensure accurate financial reporting and compliance with local state and federal requirements.

  • Coordinate annual audit processes and corrective action plans if needed.

  • Supervise accounting payroll purchasing and financial reporting functions.

Human Resources Administration

  • Direct recruitment hiring onboarding evaluation and retention systems.

  • Oversee employee relations investigations and compliance with employment laws.

  • Manage compensation plans benefits contracts and staffing allocations.

  • Ensure accurate personnel records and HR data systems.

  • Support leadership development and workforce planning initiatives.

Operations & Management

  • Supervise business office and HR staff and related departments as assigned.

  • Establish internal controls and procedures to safeguard district assets.

  • Ensure efficient management of contracts procurement risk management and insurance.

  • Collaborate with campus and district leaders to align resources with instructional priorities.

Compliance & Reporting

  • Ensure compliance with all financial employment and regulatory requirements.

  • Prepare reports for the superintendent board of trustees and regulatory agencies.

  • Maintain policies and procedures consistent with current laws and best practices.

Supervisory Responsibilities

Directly supervises assigned directors coordinators and department staff. Responsible for evaluation coaching and professional growth of supervised personnel.

Working Conditions

  • Office environment with occasional travel to district sites and meetings

  • Frequent deadlines requiring sustained attention to detail

  • Occasional evening meetings

Evaluation

Performance evaluated annually by the Superintendent based on district leadership standards operational effectiveness compliance and organizational impact.
