Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelors degree in accounting business administration or a related field.
  • Two (2) years of experience in budgetary accounting and analytical experience.

PREFERRED QUALIFICATIONS:

  • Masters degree in accounting business administration or a related field.
  • Experience managing business/department functions and staff.

Relevant work experience or education may be substituted to satisfy minimum qualifications.

KNOWLEDGE SKILLS AND ABILITIES:

  • Clear and concise oral and written communication skills; organizational prioritization and management skills.
  • Problem-solving skills and the ability to meet competing deadlines under pressure while maintaining accuracy and strong attention to detail.
  • Knowledge of budgeting principles practices and procedures and governmental accounting processes.
  • Knowledge of pertinent regulations policies and procedures for the functional area of assignment.
  • Knowledge of HIPAA Public Records Sunshine Law FERPA and other laws/regulations related to student and employee privacy public information and records retention.
  • Knowledge of and experience with industry-standard equipment materials practices computers and applications.
  • Ability to effectively adapt to rapidly changing priorities and demands.
  • Ability to assist and coordinate personnel in a manner conducive to full performance and high morale.
  • Ability to professionally and effectively respond to customer needs and requests for service or assistance.

Responsibilities

  • Assist in the development of the tentative and final budget for all funds.
  • Assist in the development and monitoring of the District budget for all funds.
  • Review and analyze District allocations for schools and departments.
  • Prepare assigned school and department annual budgets.
  • Maintain frequent contact with schools and District department financial and budget personnel to secure and evaluate information seek compliance with requests and provide feedback on analysis.
  • Analyze and project student FTE for state reporting.
  • Update state reporting on the student Florida Education Identifier (FLEID).
  • Monitor FTE process for accurate reporting during the FTE surveys to the state.
  • Maintain the Master School Identification (MSID) file with the state.
  • Create and maintain state reporting on theyear capital plan.
  • Create and update procedure documents and manuals.
  • Provide training to new administrators and personnel in budgeting procedures and policies.
  • Provide technical support and guidance to schools and departments on budgets.
  • Prepare monthly reports for the School Board.
  • Monitor charter school appropriations to ensure accurate payments in a timely manner.
  • Prepare reports trend analyses and other statistical data as directed.
  • Perform analytical review of District budgets to ensure efficient use of District financial resources.
  • Test updates to District electronic systems related to budget functions.
