Parking Operations Planning and Analysis (POPA) is a division of DOTs Traffic Operations and plays a significant role in managing the Citys 14000 meters mobile parking payment app eight (8) garages including various disability permits approximately 90000 on-street parking spaces and off-street spaces and permits. With an annual revenue of over $250 million and related assets - meters permits keys vehicles security related business products database and inventory systems personnel and equipment valued in excess of $90 million.
The Compliance and Management Oversight Group (Compliance Group) is seeking to hire one (1) Associate Staff Analyst to assist in enforcing compliance with laws regulations directives and internal policies. The Compliance Group is responsible for overseeing the Divisions compliance program to ensure accountability and compliance by enforcing and promoting the adherence to applicable laws regulations directives and internal policies to mitigate compliance and regulatory risks prevent violations foster integrity create and promoting ethical conduct across all addition the Compliance Group is also responsible for overseeing Traffic Operations Payment Card Industry (PCI) annual assessments to ensure compliance with applicable PCI standards. The selected candidate will report directly to the SOP Compliance Coordinator to assist in the development of standard operating procedures manuals for various groups/units to ensure the adherence to applicable rules. Responsibilities include but may not be limited to the following:
-Assist in the development of comprehensive standard operating procedures (SOPs) for programs functions and operations for groups/units within Traffic/Parking Operations.
-Assist in the evaluation of internal control structure related to policies and rules to assess the risks of non-compliance.
-Perform research on updated laws regulations directives internal policies and best practice for public administration to align with SOPs.
-Documenting walkthroughs in memo coordinating walkthroughs reviewing documentation preparing written reports and preparing workflow diagrams of processes.
-Communicate effectively with various levels of management and work effectively in a team environment that promotes shared accountability.
-Assist in preparing training materials to effectively teach groups/units.
-Design and implement templates and spreadsheets to support groups/units.
-Assist with other duties special projects update spreadsheets and handles ad-hoc requests as needed.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in 1 above.
associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in 1 above.
4. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in 1 above.
5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
