Job Summary

Position Title:OHSPolicy Analyst

Location:Hybrid

Position Summary

The Policy Analyst provideshigh-levelanalytical advisory and implementation support totheOffice of Head Start (OHS) in the development refinement interpretation and implementation of policy and regulatory guidance. This role supportsmission criticalpolicy initiatives by conducting research and analysis drafting policy materials supporting internaldecision making and translating complex statutory and regulatory requirements into clear actionable guidance for internal and external stakeholders.

The Policy Analyst works closely with OHS leadershipsubject matterexperts and regional partners to ensure policies aredata informed operationallyfeasible and aligned with federal requirements while supporting continuous quality improvement across Head Start and Early Head Start programs.

Key Responsibilities

  • Support OHS federal staff in the development refinement and clarification of policies guidance and procedures affecting Head Start and Early Head Start programs.
  • Conduct policy research and analysis related to statutory requirements federal regulations and program operations to inform policy decisions.
  • Analyze the operational impact of proposed policy changes andidentifyimplementation considerations risks and mitigation strategies.
  • Conduct qualitative and quantitative analysis to support policy development including review of program data monitoring findings audits reports and trend analyses.
  • Develop analytical summaries options papers and recommendations to support senior leadershipdecision-making.
  • Support process improvement initiatives related to policy development clearance and dissemination.
  • Collaborate with communications staff to ensure policy guidance is clear consistent and accessible to intended audiences.
  • Assistwith preparation of talking points briefings and responses for internal leadership or external stakeholders.
  • Participate in meetings workgroups and briefings related to policy initiatives as directed byOHS.
  • Identifyemerging policy issues implementation challenges and trends that mayimpactprogram operations.

Required Qualifications:

  • BachelorsorMastersdegree in Public Policy Public Administration Education Early Childhood Law Social Sciences or a related field
  • 3 years ofexperience in policy analysis development or implementation preferably in a federal or public sector environment.
  • 2 years of experience supporting HHS ACF OHS or other federal human services programs.
  • US government issued security clearancerequired(will beinitiatedupon hire)
  • Valid drivers license and ability to pass an MVR check.

Preferred Qualifications:

  • Familiarity with Head Start Program Performance Standards or federalgrant fundedprogram operations.
  • Strong analytical andcritical thinkingskills with the ability to interpret statutes regulations and policy guidance.
  • Excellent written communication skills including experience drafting formal policy or guidance documents.
  • Ability to manage multiple priorities and deliverhigh-qualitywork under tight timelines.
  • Ability to work collaboratively with federal agencies state systemsT/TA partnersand diverse partners in the early childhood field.

Pay Range - There are multiple factors that are considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align to the specified role geographic location education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$73770.00 - $125408.00
