Job Summary

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or equivalent part-time professional administrative supervisory or managerial experience in business administration business management public administration public management clinical administration or clinical management of which (B) at least one (1) year must have been in a project management supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelors degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

**Salary placement is determined by years of experience and education directly related to the position and the Human Resources Divisions Recruiting Guidelines.

About the Role

The STEM Policy Manager is responsible for advancing the priorities of the STEM Council in STEM education for the Commonwealths youngest learners through college and beyond and in aligning the priorities of the STEM workforce across the state.

The position is housed at the Executive Office of Education and the STEM Policy Manager will report to the Assistant Secretary for Career Education with accountability to the Co-Chairs of the Council. The position requires frequent communication with many stakeholders in the Executive Branch the Legislature the business community and educators across the state.

The STEM Advisory Council was established in M.G.L. Chapter 6 Section 218 in 2009 and through its statutory authorization includes Co-Chairs a 7-member Executive Committee and a full Committee of no less than 20 but no more than 30 members. The Council advises the Governor and assists in informing the work of the Workforce Skills Cabinet comprised of the Secretary of Education the Secretary of Labor and Workforce Development and the Secretary of Housing and Economic Development on issues relating to STEM education and STEM careers.

The STEM Advisory Council manages the STEM Pipeline Fund appropriated annually that funds the grants events such as STEM Week and coordination and support to the Regional STEM Networks.

The STEM Council confers with stakeholders from the public and private sectors involved with STEM education and programming; assesses how to increase student interest in and preparation for careers in STEM; and builds support for increasing STEM opportunities for students across the Commonwealth.

The STEM Council also hosts two major events throughout the year: MA STEM Week and the MA STEM Summit. MA STEM Week takes place yearly during the third full week of October and seeks to highlight STEM classes employers and activities across the state. The MA STEM Summit in its 16th year occurs yearly in the spring and seeks to showcase the work in STEM statewide while also aligning the vision and missions of the MA STEM workforce education and policy communities.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

  • Working with the STEM Council Co-Chairs lead the STEM Advisory Council including development and implementation of key STEM Council priority areas and a yearly update and report on Council metrics.

  • Oversee the planning implementation and communication of all aspects of the Commonwealths annual statewide STEM Week and STEM Summit in conjunction with the STEM Regional Managers and other external partners and stakeholders.

  • Collaborate with the Executive Office of Education develop and implement the Councils communications strategy including social media website content and creation for MA STEM Week and the MA STEM Summit.

  • Manage multiple grant programs coordinating with the Executive Office of Educations fiscal office.

  • Collaborate with multiple agencies and offices including but not limited to the Workforce Skills Cabinet Massachusetts Life Sciences Center Massachusetts Technology Collaborative Department of Elementary and Secondary Education and Department of Higher Education.

  • Oversee the STEM Councils annual budget the STEM Pipeline Fund.

Preferred Qualifications:

  • Strong project management skills required; experience with event management preferred.

  • Strong verbal and written communication skills.

  • Knowledge of Massachusetts education system.

  • Ability to coordinate the work of others to accomplish a goal.

  • Strong organizational skills and attention to detail.

  • Ability to work independently and work in a team.

  • At least 3-5 years of experience working as an educator in public policy or as a STEM professional.
