Position Status:This is a permanent position.This opportunity is internal and available to current Parks employees only.
In-Training opportunity: This position may be filled at the Fiscal Analyst 3 level or as a 3 in-training at the Fiscal Analyst 2 level depending on qualifications. Candidates hired at the Fiscal Analyst 2 level will be required to successfully complete an in-training program prior to promoting to the goal classof Fiscal Analyst 3.
About this position:
The Fiscal Analyst 3 is a senior level accounting specialist. As such this position assists in the training and development of fiscal related professional staff in financial methods and procedures as well as analyzes and reconciles complex financial data from a variety of external stakeholders. This position supports the organizations mission by ensuring that those who work for this agency are paid correctly timely and being an ethical steward to the organizations budget.
This position offers hybrid telework flexibility though frequent on-site attendance is required to meet business needs.The default assigned work location of all Parks positions both on-site and telework eligible positions is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. Parks may choose but are not required to support out-of-state telework on a case-by-case basis.

Duties
Duties include but are not limited to:
- Reconciles fund 035 GLand 5199.
- Independently responsible for analyzing interpreting and reconciling accounting data from Health Care Authority (HCA) and Employment Security Department (ESD).
- Responsible for assisting in the training of new employees on payroll process and programs.
- Prepares and enters A-19 payments for lost or destroyed warrants petty cash payments as well as the associate Journal Voucher (JV).
- Processes garnishments timely work with the Attorney Generals Office (AGO) and the Department of Social and Health Services (DSHS) when issues arise.
- Maintains and monitors the payroll system to ensure employees are paid correctly.
- Audits accuracy of distribution timesheets based on CBA RCW WACS and FLSA rules agency policies and guidelines as well as using the chart of accounts for verification of coding accuracy.
- Works with new and existing employees to ensure benefits such as medical dental life long-term disability and retirement are set up correctly in My Benefits and HRMS.
- Processes shared leave donations according to established rules and regulations this includes calculating the amount donated from each employee determining the value to the recipient preparing the JV to transfer funds adjusting the leave balances and tracking the donated leave balance for all parties.
- Tracks and monitors employees on protected leave such as FMLA Shared leave PFML and LNI.
Qualifications
REQUIRED QUALIFICATIONS:
Fiscal Analyst 2:$4428 - $5956 a month
- Two (2) years of experience in accounting auditing or budgeting or
- Relevant education or a combination of relevant education and experience that equals up to two (2) years.
Fiscal Analyst 3:$5137 - $6906 a month- Four (4) years of experience in accounting auditing or budgeting and
- 18 quarter or 12 semester hours in accounting auditing or budgeting or
- Relevant education or a combination of relevant education and experience that equals up to four (4) years **Must have acquired 18 quarter or 12 semester hours in accounting auditing or budgeting.
DESIRED QUALIFICATIONS:- Knowledge and experience in the State Payroll system (HRMS).
- Ability to adapt to new innovations and processes.
- Excellent customer service.
- For Fiscal Analyst 2: 18 quarter hours or 12 semester hours of college credits in accounting. (This is a desired qualification for Fiscal Analyst 2 and a required qualification for Fiscal Analyst 3.)

- Complex Payroll & Benefits Administration: Specialized expertise in managing payroll for diverse employee groups calculating specialty pay and administering health life and long-term disability benefits through systems like HRMS and My Benefits.
- Audit & Quality Assurance: A high degree of meticulousness used to run proactive reports audit the work of peer processors and maintain an ironclad audit trail for all fiscal actions.
- Independent Decision-Making: The capacity to use independent judgement to determine the appropriate course of action for payroll corrections and sensitive issues without constant oversight.
- Specialized Leave Management: Deep knowledge of protected leave laws to accurately track and educate employees on FMLA PFML L&I and shared leave donations.
- Technical Systems Proficiency: Mastery of state-specific financial and HR systems (e.g. AFRS HRMS) and advanced spreadsheet skills to analyze and compile data for management reports.
