The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the IT Security Manager in the Directors Office.
Job responsibilities will include but are not limited to:
This position is for an IT Security Manager for DMAS. This role is a high-impact senior leader responsible for establishing and executing the strategic vision for the organizations information security program. Reporting directly to the agencys Chief Information Security Officer (CISO) this role serves as a trusted advisor to the agency CISO leadership and often acts as a proxy for the CISO in their absence. This role provides hands-on leadership across governance risk management compliance and artificial intelligence (AI) security operations data governance and data privacy.
Strategic Leadership: Develop and execute strategic security roadmaps aligned with agency priorities and VITA standards.
Security Operations Oversight: Manage day-to-day security functions which may include leading incident response teams. Oversee the Security Operations (i.e. Security Awareness Training VITA Archer etc.) and the Security governance teams are driving automation to enhance threat response operation and maintenance functions
Governance Risk Management & Compliance: Provide governance conduct high-level risk reviews manage audits and ensure strict compliance with relevant federal and state regulations as it pertains to Data Governance Data Privacy and Artificial Intelligence governance. Such as but not limited to HIPAA/HITECH and VITA Standards.
Security Engineering: Participates in the solutioning ensuring Projects meet all Security requirements. Participates in the acquisition of new technologies deployment and maintenance of critical security technologies including SIEM and vulnerability management systems.
Team and Stakeholder Collaboration: Manage team leads within the DMAS Security and Risk Management division Mentor and develop team members foster cross-functional relationships with other State Agency IT leaders Third-party vendors and entities such as Commonwealth Security and Risk Management (CSRM) to mature agency security capabilities and posture.
Reporting & Metrics: Establish and report on cyber risk and compliance metrics for executive and operational audiences to demonstrate the effectiveness of the security program.
The business needs of the position have in-office requirements to include but are not limited to attending the in-person training and/or meetings and collaboration with DMAS stakeholders.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Extensive experience directing all staff assigned programs and operations.
Experience and/or knowledge with the Medicaid Enterprise Security Architecture.
Considerable technical knowledge across networking systems applications identity and Artificial Intelligence.
Considerable knowledge of identity management and artificial intelligence.
Considerable experience with the current cyber threat landscape.
Considerable experience implementing security strategies in complex environments.
Extensive experience and/or knowledge implementing security strategies in complex environments.
Considerable experience utilizing Microsoft Office Suite.
Considerable experience interpreting and applying federal state laws/regulations.
Experience meeting deadlines.
Considerable experience communicating with internal and external stakeholders.
Extensive experience managing Information Technology staff/teams.
Considerable experience understanding information security principles practices and technologies.
Considerable experience in project management methodologies.
Additional Considerations

Extensive experience in information security leadership.
Extensive experience leading enterprise-wide incident response efforts.
Experience and success in a Health or similar organization.
Considerable experience in managing vendor relationships and the Software Development Life Cycle (SDLC).
Considerable experience leading either a Security Operations or a Security Governance Risk and Compliance team.
