The role of the OSHR Contract Specialist II is to serve as the lead purchaser of the procurement of a very complex and diversified range of contract and non-contract goods and services. This position has responsibilities which include:

Independently manage all procurement activities to ensure that all
purchases of goods and services are completed in compliance with
General Statutes Administrative Codes NC Procurement Manual and State
Term Contracts.

Collaborate with agency leadership in the areas of budget planning
strategic planning and strategic sourcing to develop procurement
strategies that are cost-effective and improve agency deliverables while
ensuring fiscal integrity.

Development review and preparation of contractual documents such as
RFIs RFQs IFBs RFPs MOUs MOAs personal service agreements and
sole source agreements for acquiring goods and services requested by
OSHR.

Assist business owners in developing and clarifying performance
measures deliverables standards and effective evaluation criteria.

Act as lead for the evaluation of proposals and documentation of award
justifications.

Process all required procurement approvals and procedures.

Review and complete requests to amend extend or renew contracts.

Manage procurement files and tracking for all OSHR contracts.

Knowledge Skills and Abilities/Management Preferences

  • Demonstrated experience in large-scale purchasing methods and procedures is essential including a working knowledge of State and Departmental Purchasing regulations guidelines and policies and procedures.

  • Must have North Carolina Administrative Code Statutes and Executive Orders affecting all procurements experience.

  • Must-have North Carolina eVP (Electronic Vendor Portal and North Carolina E-Procurement System experience.

  • Ability to apply and interpret established rules and regulations to determine appropriate bid processes (forward to State Purchase and Contract or Information Technology Services) based on state law.

  • The ability to communicate professionally and effectively demonstrate outstanding composition verbal and negotiation skills and conduct meetings with professionalism. Additionally the individual must be capable of applying and interpreting established rules and regulations maintaining records of moderate complexity and preparing reports based on tabulations derived from these records.

  • Have a working knowledge of personal computers and various software packages (i.e. MS Word Excel).

  • Have the ability to establish and maintain working relationships with the entire team as well as with those outside the division.

Prefer North Carolina Contract Manager (NCCM) Certified

Minimum Education and Experience

Bachelors degree in business or related area from an appropriately accredited institution and four years of progressive procurement or contract administration experience; or equivalent combination of education and experience.

Necessary Special Requirements: Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
