Lead Application Development Analyst

Education

Bachelors or Masters Degree in Computer Science Information Systems or other related field. Work experience can substitute on a year for year basis for the degree.

Experience

Candidate MUST have a minimum of 15 years as a lead full-stack developer with broad experience working with development technologies including (C# ) WCF/Web API Web Forms JavaScript frameworks (Angular Knockout and others) REST XML JSON HTML and CSS. Must have advanced to expert level knowledge in designing and developing scalable applications and integrating systems.

Candidates with resumes reflecting experience with Azure cloud will be given preference.

Primary Job Duties/ Tasks

The submitted candidate must be able to perform the following duties and/or tasks:

1. Perform in-depth analysis of the existing inventory of assets to determine remediation or modernization approach.

2. Produce end-state solution mockups based on analysis of development approach for applications and reports.

3. Provide oversight to development unit tests and quality assurance on all code modifications.

4. Develop state-of-the-art applications to support OWPB and other direct stakeholders.

5. Triage and address maintenance and enhancement requests for applications owned by OWPB.

6. Provide hands-on support to peers coach guide and mentor others for development related tasks.

7. Drive continuous modernization through iterative development UI/UX improvements and code optimization; collaborate with other developers to ensure consistency in coding standards and documentation.

8. Drive and deliver high-quality software solutions by collaborating with distributed cross-functional teams to ensure all development objectives are clearly communicated supported and executed to the highest standards. Lead -based platform development initiatives in alignment with the Departments vision strategy and deployment goals.

9. Develop and apply knowledge of trends relevant software development technologies and methodologies.

10. Work with data models to implement and maintain solutions that support reporting and analytics needs.

8 Job Specific Knowledge Skills and Abilities (KSAs)

The submitted candidate must be able to apply common knowledge skills and abilities in the following areas:

1. Advanced knowledge of Object-Oriented Programming and its application in building scalable maintainable full-stack solutions.

2. Proficiency in front-end development using modern JavaScript frameworks (React Angular or similar) HTML5 CSS3 and responsive design principles to deliver intuitive and accessible user interfaces.

3. Strong experience with back-end development in (C# Core) RESTful APIs and integration with relational databases such as Azure SQL Server.

4. Skill in creating seamless user experiences including implementing UI/UX best practices accessibility standards (WCAG) and optimizing performance for web applications.

5. Ability to develop and deploy cloud-based applications in Azure leveraging services for scalability and reliability.

6. Experience with relational database design and development including writing efficient queries and working with ORM frameworks like Entity Framework.

7. Skill in translating business requirements and wireframes into functional user-friendly applications ensuring usability and responsiveness across devices.

8. Familiarity with data exchange formats (JSON XML) and integration with APIs for dynamic interactive interfaces.

9. Knowledge of agile development methodologies including iterative design and rapid prototyping for UI enhancements.

10. Ability to create and execute test plans including functional and UI testing and ensure quality assurance throughout the development lifecycle.

11. Strong communication and collaboration skills with the ability to work closely with designers business analysts and QA teams to deliver exceptional user experiences.

12. Ability to manage multiple priorities work independently and contribute effectively as part of a cross-functional team.

13. Ability to integrate research and best practices into problem avoidance and continuous improvement.

14. Ability to display professionalism in dealing with all levels of management and staff.

15. Ability to exhibit creativity and resourcefulness at problem solving while collaborating and working effectively with others across varied disciplines.

16. Ability to develop and manage information systems documentation in accordance with the Departments standards.

17. Knowledge of financial systems such as PeopleSoft ERP.

18. Experience in coordinating with Business Analysts to capture business requirements.

19. Ability to bridge the gap between technical and business language.

Preferred (but not required) KSAs

20. Knowledge of the Florida Accounting Information Resource (FLAIR) system and budget management.

21. Knowledge of the Florida Department of Transportation Financial Management (FM) system including Work Program Administration Project Costing Federal Aid and Federal Billing subsystem details and interfacing methods.

22. Knowledge of mainframe computer systems and supporting software such as Customer Information Control System (CICS) Time Sharing Option (TSO) and Interactive System Productivity Facility (ISPF).
