Job Summary

DEFINITION

Please note:

  • This is a departmental promotional recruitment. Departmental promotional recruitments are only open to permanent status County employees that are currently employed within the vacant positions department.

Under administrative direction is responsible for the administration oversight planning and coordination of the countys budgetary process and financial management activities; ensures the financial integrity of the county; serves as the principal advisor to the County Administrative Officer (CAO) on all financial matters; and performs related duties as required.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the CAO. Exercises direct supervision over management supervisory professional technical and administrative support staff through subordinate levels of supervision.

CLASS CHARACTERISTICS

This is a single-position classification that reports to the CAO and is characterized by its role as the principal financial advisor to the CAO and its overall responsibility for all county fiscal and financial activities. The incumbent is appointed by and serves at the discretion of the CAO. This position is exempt from the Civil Service System.

EXAMPLES OF DUTIES

Management reserves the right to add modify change or rescind the work assignment of different positions.

Directs and assumes overall responsibility for the countys fiscal and administrative operations and activities and develops revises and implements county-wide fiscal policies and procedures to meet county financial goals and objectives. Tasks may include but are not limited to the following:

  • Provide advice and counsel to the CAO on financial matters of county-wide impact as well as county-wide fiscal policy management and planning.
  • Plan organize direct and supervise financial operations of the CAO department.
  • Manage staff in the performance of highly specialized financial functions such as preparing the county budget and developing financing systems and strategies for county programs.
  • Oversee the development and implementation of short- and long-range fiscal strategic planning initiatives and analytical studies to ensure that current and future fiscal needs are clearly analyzed identified and addressed.
  • Develop strategies for the effective management of financial resources and establish standards for evaluating existing and proposed financial strategies.
  • Analyze current county business processes and practices to ensure high quality and effective service delivery; recommend new processes and practices to improve efficiency and service levels.
  • Assist in the development and implementation of the Countys Capital Improvement Program; monitor and recommend grants issuance of bonds and other financing sources.
  • Work in collaboration with the Auditor-Controllers Office (ACO) and departments to:
    • Formulate and implement applicable finance policies ensuring adherence to generally accepted accounting principles (GAAP) and best practices in governmental accounting.
    • Provide guidance and oversight of the Countys general accounting activities financial matters and issues.
    • Analyze the need for and assist in the development of new or changed fiscal/financial data collection and financial management systems and/or reports and make recommendations to implement appropriate actions based on analysis of gathered data.
    • Coordinate the Countys annual cost allocation plan and the annual allocation of costs for the Countys internal service funds.
    • Provide oversight of the Countys debt management program debt related accounting transactions and disclosures.
    • Direct the Countys municipal debt management including maintenance of debt management policies coordination with financial advisors bond counsel underwriters and senior County managers in preparing official statement for bond issues.
  • Coordinate annual fee schedules analyze and update for Board approval.
  • Assist in employee compensation and benefit costing and management provide financial support to County bargaining team for labor contract costing provide financial reports relating to human resources costs as directed by the CAO or designee.
  • Review and analyze revenue collection activities for the County and compare to budget.
  • Oversee coordinate gather data and participate in research and analyses on a variety of budget and financial issues and topics; perform extensive review of related issues through interviews correspondence reading and other research methods; prepare comprehensive reports which may include findings and related recommendations that pertain to the specific needs and concerns of the County; provide recommendations to the CAO and Board of Supervisors (Board).
  • Conduct and coordinate fiscal analysis for Community Facilities Districts (Mello-Roos) and Assessment Districts.
  • Coordinate the administration of and provide financial analysis for the County Service Areas Community Facilities Districts Assessment Districts serve as a liaison to special districts within the County and conduct fiscal analysis on proposed annexations.
  • Work in collaboration with departments coordinate County approval of grant requests conduct fiscal analysis and related impacts to the County monitor compliance with County policies and applicable federal and/or state requirements.
  • Work in collaboration with Economic Development to provide fiscal support as needed.
  • Participate as a member of the Deferred Compensation Committee.
  • Provide assistance on fiscal impact to the Countys Risk Management and Workers Compensation programs and other assistance as needed as requested by the HR Director.

Manage monitor and coordinate County budget preparation development reviews and publication. Tasks may include but are not limited to the following:

  • Direct the review planning evaluation and development of the CAO departmental budget. Oversee administration of the CAOs departmental budget and ensure appropriate fiscal controls and reporting processes are in place.
  • Recommend the annual County budget to the CAO and assist in the presentation to the Board.
  • Work in collaboration with the CAO and departments to:
    • Recommend changes in financial fiscal and administrative policies procedures and practices to improve County operations.
    • Prepare and present responses and/or recommendations in response to budget and fiscal related questions issues or concerns related to projects programs and other specialty areas.
    • Create effective and appropriate budget and fiscal-related agenda items memoranda and correspondence including appropriate explanations documentation and justifications to support related items for consideration by the Board.
    • Identify possible budget deviations challenges and events likely to impact operations; analyze and explain causes; and measure impact on department mission resources and operations.
    • Advise and consult on issues related to budget preparation analyses presentation and review; analyze and review departmental budgets provide recommendations and alternative solutions to departments assist in reframing departmental budgets to better reflect the goals and objectives of the County. Support departments regarding sensitive and complicated fiscal policy and program issues and efforts.
    • Construct forecasts and estimates for revenue and expenditure projections identify alternative or new funding sources provide alternative budget scenarios for discussion and finalize budget in accordance with CAO and Board direction and input.
    • Create and maintain working spreadsheets and statistical reports for budget analysis; implement necessary adjustments; and maintain fiscal controls. Track budget variances. Ensure that proper and generally accepted budget and fiscal accounting practices are being followed.

Other duties may include but are not limited to the following:

  • Attend meetings of the Board and its committees as assigned by the CAO.
  • May represent the CAO as directed and may act on his/her behalf as required.
  • Participate in performance and quality improvement efforts.
  • Provide supervisory or technical direction to professional technical and clerical staff.
  • Oversee coordinate and participate in designated special projects and /or program and serve as the subject matter expert; develop implementation strategies and monitor the status of assigned program(s) and/or project(s); provide leadership and direction to interdepartmental team members; prepare related reports correspondence and memoranda and make presentations that include recommended action to the CAO and Board.
  • Maintain current expertise in designated specialty areas; monitor current events and changes to laws analyze and report on the impact of pending federal and state legislation having potential significant fiscal impact on the County.
  • Attend training seminars conferences workshops classes lectures etc. as appropriate to enhance and maintain knowledge of trends and developments in the fields of accounting risk management and finance.
  • Review professional journals attend association and professional meetings and otherwise maintain contacts with professionals to facilitate exchange of information.
  • Develop and provide training to County fiscal staff and those involved in County fiscal activities including training seminars workshops classes lectures etc. as appropriate to enhance Countywide knowledge of trends and developments in the fields of accounting risk management and finance.
  • Provide fiscal analysis in collaboration with the Human Resources Director attend and make presentations during labor negotiation meetings as requested by the HR Director.

QUALIFICATIONS

  • Provide financial advice to executive management including making and/or negotiating fiscal-and revenue-related decisions for budgetary and strategic planning.
  • Use Microsoft Excel Word and financial software.

Education and Experience:

Minimum Requirements:

A Bachelors degree is required from an accredited college or university in accounting finance business administration or a related field. A Masters degree in accounting finance business administration or a related field is highly desirable.

AND

Extensive training and experience that demonstrates possession of the required skills and abilities. Including:
No less than four (4) years of progressively responsible financial management experience in a leadership capacity working at or with a large public sector organization overseeing work including budget development and analysis fiscal forecasting financial and workload monitoring governmental accounting cost accounting reimbursement funding programs and/or fiscal systems.

Licenses and Certifications:

  • Must possess a valid US drivers license upon date of application. Must obtain California drivers license following hire date per California DMV regulations.
  • Possession of an active Certified Public Accountant (CPA) license issued by the State of Californias Board of Accountancy is desirable or other certifications within the fields of accounting finance and auditing.
PHYSICAL DEMANDS

  • Mobility to work in a standard office setting and use standard office equipment including a computer; to visit various County and meeting sites; primarily a sedentary office classification although standing in work areas and walking between work areas is required; occasionally bend stoop kneel reach push and pull drawers open and closed to retrieve and file information.

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.
