Role Summary

We are looking for an experienced and strategic leader to head our ODCR function within the Wholesale Banking (WB) APAC COO domain. Based in Singapore and reporting directly to the APAC COO you will be a core member of the COO APAC Management Team. You will lead a regional team accountable for three critical areasSourcing Business Continuity and Operational Resilience and the Business Controls Office. This role is central to strengthening INGs risk and resilience capabilities across APAC ensuring our design principles translate into effective and safe execution.

About the Department

Operational Design Control and Resilience (ODCR) enables risk owners across the bank to fulfil their control and resilience accountabilities. The department enhances the efficiency and effectiveness of First Line of Defence (1LoD) processes while optimising collaboration with stakeholders. ODCR designs and develops frameworks and methodologies for 1LoD topics including sourcing operational resilience and control.
The ODCR Head oversees the comprehensive risk and resilience landscape across WB APAC ensuring operational safety strong governance and seamless execution across the region.

What Youll Do

Team Leadership

• Lead a regional team across APAC responsible for Sourcing Business Continuity & Operational Resilience and the Business Controls Office.
• Oversee consistent execution and reporting across markets ensuring alignment with local environments and the broader WB APAC operating model.

Sourcing

• Coordinate and monitor all sourcing arrangements and associated requirements.
• Ensure compliance with INGs Third and Intragroup Party Management (TIPM) Policy.
• Act as a trusted adviser on intragroup risk supporting the business with identification assessment remediation and ongoing monitoring.

Business Continuity & Operational Resilience

• Deliver INGs Operational Resilience strategy by bridging framework design with effective execution.
• Maintain readiness through robust planning clear escalation paths and decisive action to minimise impact and preserve business continuity.

Business Controls Office

• Provide complete and timely overviews of control and resilience requirements for business domains.
• Ensure control standards are clear concise and optimisedreducing unnecessary controls while strengthening key ones.
• Partner closely with 2LoD and 3LoD to ensure alignment across the control landscape.

Stakeholder Management

• Act as a trusted partner to the WB APAC COO business leads process leads and local leadership teams.
• Provide governance oversight and reporting to senior committees across the region.

What Were Looking For

Qualifications & Experience

• Tertiary qualification in business finance law or related disciplineor equivalent experience.
• 1012 years experience in financial services with strong exposure to Internal Control Audit Operational Risk Management Compliance Business Continuity Operational Resilience or Sourcing.
• Deep understanding of thirdparty risk management practices regulations and the full vendor/thirdparty lifecycle.

Skills & Competencies

• Strategic mindset with the ability to shape and steer risk and control frameworks.
• Excellent communication and stakeholder engagement skills with influence across all levels.
• Strong analytical skills and acute attention to detail.
• Experience leading diverse teams and driving crossfunctional initiatives across APAC.
• Collaborative selfmotivated proactive and able to work with autonomy.
