About the Role

AtYarra City Council policy is how we turn evidence and community insight into practical action. This is an opportunity to lead work that influences real decisions shapes Councilprioritiesand delivers tangible outcomes in one of Melbournes most socially diverse and complex municipalities.

We are seeking an experienced leader to jointly guide the Policy and Partnerships Unit and ensure Council receives high-quality strategically aligned policyresearchand partnership outcomes across a broad community wellbeing portfolio.

This is a unit leadership role delivered through a job share arrangement. Working in close partnership with your counterpart you will provide visible trusted leadership support staff performance and ensure coordinated delivery across a demanding and high-profile work program. You are accountable for the quality integrity and coordination of policy strategyresearchand engagement activities and for fostering a collaborative inclusive and high-performing team culture.

The unit leads Councils work across social policy and strategic advocacy community safety social and affordable housing population health planning and applied social research. It brings together policy development data and evidence community insight and partnership building to help Council respond to complex and highly visible issues affecting the municipality. From health equity and inclusion to public safety in busy activity centres the team works at the interface of communitygovernmentand decision-makers to shape practical responses and long-term change.

The role works closely with ExecutiveCouncillorsand senior officers and regularlyrepresentsCouncil with governmentsectorand community stakeholders. Your work will help shape how Yarra responds to complex challenges such as public safety in activity centres health equity housingaffordabilityand inclusion for diverse communities.

In this role you will:

  • share accountability for the leadership performance and reputation of the Policy and Partnerships Unit

  • set priorities and deliver a broad program of strategic policyresearchand advocacy

  • provide authoritative evidence-informed advice to senior management and Councillors

  • embed lived experience communityinsightand diverse perspectives in Council decision-making

  • oversee social research demographicanalysisand evaluation to drive practical outcomes

  • lead strategic partnerships across community serviceprovidersand government

  • enable integrated cross-Council responses to complex social issues

You will bring tertiary qualifications in social sciences public policy community development or a related discipline and extensive experience leading policy or strategy functions in local government or a similarly complex environment. You will be confident exercising professional judgement working with ambiguity and supporting decision-makers in politically sensitive contexts. Experience working successfully within shared leadership models will be highly regarded.
