Job Summary
Corporate Hiring Solutions is seeking three (3) experienced Agency Attorney (Privacy Counsel) to support public-sector privacy and data protection initiatives. This role focuses on providing high-level legal guidance on privacy cybersecurity and regulatory compliance matters.
The ideal candidate will have extensive experience in privacy law government advisory services and enterprise compliance programs.
Work Hours: and nbsp;
- MondayFriday normal business hours
- 35 hours/week (unpaid meal break after 6 hours)
- Overtime requires prior approval
Key Responsibilities
Legal Advice and amp; Counsel:
- Provide expert legal advice on complex sensitive and urgent privacy data protection and cybersecurity matters related to OIP and Administration priority initiatives.
- Advise on federal state and local privacy laws and regulations impacting City agencies and citywide initiatives.
- Prepare privacy impact assessments and advise on privacy implications of proposed technologies and data use initiatives.
Policy and amp; Legislation:
- Shape draft and review privacy-related policies legislation and citywide guidance.
- Monitor and provide legal analysis concerning legislative and regulatory developments in privacy data security and cybersecurity briefing relevant stakeholders.
Contracts and amp; Agreements:
- Drive review and negotiate various legal documents and agreements including Memoranda of Understanding (MOUs) non-disclosure agreements (NDAs) data sharing agreements terms of service multi-agency data integration agreements and business use cases.
Compliance and amp; Training:
- Draft policies guidance materials templates presentations and training documents to support agency compliance with privacy laws and regulations.
- Develop and conduct privacy-related training programs for City agency personnel
Stakeholder Engagement and amp; Representation:
- Represent OIP and the Chief Privacy Officer in national and international privacy organizations leading collaborations and at senior-level meetings or interagency/internal working groups as needed.
- Manage relationships and drive intergovernmental affairs with the Mayors Office City Council and other key government stakeholders regarding privacy matters.
- Engage with the public on privacy matters including potentially speaking on panels contributing to publications and working with media (as directed by OIP leadership).
Strategic Support:
- Prepare legal briefs and provide strategic support and advice to government officials and city leadership on privacy matters.
- Handle special projects and initiatives as assigned by OIP leadership.
Required Qualifications
- Minimum 12 years of legal experience including work with NYC government intergovernmental affairs or enterprise privacy programs
- Active admission to the New York State Bar and in good standing
- Strong hands-on experience in U.S. privacy and data protection laws (including CCPA/CPRA HIPAA GDPR implications breach laws and local regulations)
- Proven ability to draft review and negotiate privacy-related agreements and develop organizational privacy policies and compliance materials
- Experience conducting privacy and data protection impact assessments and advising on emerging technologies and data initiatives
- Demonstrated ability to monitor and interpret privacy-related regulatory and legislative developments
- Excellent communication advisory and collaboration skills with experience advising senior leadership and working across multidisciplinary teams
- At least one active IAPP certification (CIPP/US CIPP/E CIPM CIPT or AIGP)
Preferred Qualifications
- Experience working as an attorney within a federal state or local government agency or providing direct legal counsel to public-sector clients.
- Experience serving in-house in a large complex or highly regulated organization where legal policy and operational functions closely align.
