Description of Work

*This position is Exempt from the Human Resources Act (EHRA) with the exception of Articles 6 and 7. This is a full-time position (40 hours per week) with applicable State Benefits.*

This position leads the design implementation and coordination of grant programs that support long-term recovery and resilience opportunities for communities impacted by Hurricane Helene. The role focuses on developing competitive grant proposals providing technical assistance to local governments and ensuring effective project execution in compliance with regulatory requirements. The position fosters strategic collaboration across DEQ divisions and with external partners to align funding efforts with environmental and community recovery goals.

Other Key Responsibilities:

Identify funding needs and opportunities in collaboration with local governments and DEQ leadership.

Develop program frameworks and strategies that align with environmental and community recovery goals.

Lead the preparation of competitive grant proposals on behalf of local governments and DEQ.

Ensure proposals address key priorities such as water quality flood mitigation waste management and sustainable redevelopment.

Coordinate with internal and external partners to align program design with available funding sources and regulatory requirements.

Monitor project progress and provide guidance to ensure adherence to grant terms and timelines.

Collaborate with DEQ leadership and program staff to align recovery efforts with broader environmental and infrastructure goals.

The Deputy Secretary of Infrastructure & Assistance:

The Deputy Secretary of Infrastructure & Assistance oversees the Division of Water Infrastructure (DWI) Division of Environmental Assistance and Customer Service (DEACS) the Office of Continuous Improvement (OCI) and the Grant Services Unit (GSU) and thus manages DEQs activities to fund and implement water infrastructure projects at publicly owned and municipal wastewater and water treatment plants; to provide grant assistance to communities in North Carolina and to provide environmental assistance and promote the use of sustainable practices regarding waste reduction water conservation and emissions reduction.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Minimum Education and Experience

Bachelors degree from an appropriately accredited institution; and five (5) years of progressively responsible program experience related to the area of assignment; or an equivalent combination of education and experience
